ORD 80-13 WATER/SEWER SYSTEM PARTICIPATION FEESORDINANCE NO. 80-13 ORDINANCE OF THE CITY OF WINSLOW REPEALING ORDINANCES 79-12, AND PROVIDING FOR WATER/ SEWER SYSTEM PARTICIPATION FEES, HOOK-UP PERMIT REQUIREMENTS AND PROVIDING FOR AUTOMATIC ANNUAL COST OF LIVING ADJUSTMENTS TO HOOK-UP CHARGES, SYSTEM PARTICIPATION FEES AND USAGE RATES. THE CITY COUNCIL OF THE CITY OF WINSLOW DO ORDAIN AS FOLLOWS: Section 1 Section D 4 of Ordinance 74-16 is hereby amended to provide as follows: 4. Sewer and Water Connections . All sewer and water service connections shall be made by authorized employees and/or agents of the City of Winslow. The charge for such connections shall be composed of the cost of labor, materials, plus 25% for supervision and administrative expenses. In addition, there shall be charged a system participation fee of $900.00 for each new facility desiring to hook up to the water system and a charge of $900.00 for each new facility desiring hook-up to the sewer system. In the event that the new facility consists of more than one dwelling unit, business unit, or combination of dwelling and business units, a system participation fee of $900.00 shall be assessed for each such unit for each water connection and $900.00 for each such unit for each sewer connection. Water/Sewer hook-up permits may be obtained only when an approved building permit is on file with the City Engineer or if the Water/ Sewer hook-up is to service an existing residential or commercial facility located on the property. All excavating, pipe laying, backfilling and replacement of roadway or sidewalks will be done by City personnel or, except for the actual connection to the City water or sewer system, by licensed plumbers or contractors upon permits issued by the City Engineer. In the event any such work is accomplished by other than City personnel, such work must be inspected and approved by the City before backfilling the trench. The inspection fee therefore shall be $32.00 per connection or in the event of multi-family residential units, $32.00 per residential unit or in the event of commercial units, $ 32.00 per commercial unit. In those instances where, in the judgement of the City Engineer, a back flow protection device is required in order to comply with the State Board of Health Regulations, the City may require said device to be installed and the cost thereof to be paid by the property owner. The property owner or a licensed contractor hired by the property owne.r, shall construct his part of the side sewer on his property, but inspection and approval by the City Engineer must be obtained before backfilling or use. All charges described in this subparagraph 4 shall be subject to automatic annual adjustment of January 1 of each year based on the Consumer Price Index for November of the preceding year as reported in "Economic Indicators" prepared by the Council of Economic Advisors. The consumer price index for November 1979 is 227.6 and shall form the basis for the water and sewer charges set forth in this sub- paragraph 4 for the year 1980. In calculating this annual adjustment the Clerk shall round off to the nearest whole dollar. Section 2 Table 1 "Water and Sewer Monthly Rate Schedule" of Ordinance 74-16 is hereby amended as follows: TABLE 1 WATER AND SEWER MONTHLY RATE SCHEDULE · , Category 1- Si.ngle Family Res.idences__: Water $ 3.70 per mo. per unit plus $ .60 per 100 cu. ft or part thereof up to 1500 cu. ft. bi-monthly $ .70 per 100 cu. ft or part thereof from 1500-2500 cu. ft bi-monthly $ .90 per 100 cu. ft or part thereof from 250 1- 3500 cu. ft bi-monthly $1.10 per 100 cu. ft or part thereof from 3501-4500 cu. ft bi-monthly $1.50 per 100 cu. ft or part thereof from 4501 cu ft bi-monthly & up Sewer $10.60 per unit per month Category 2 - Mul.tiple Dwelling Residences incl'uding but not limited to apartment houses, condominiums and mobile home courts: Each single dwelling unit shall constitute one unit for purposes of this rate schedule. Water $ 3.10 per unit 'per month p 1 us $ .60 per 100 cu. ft or part thereof up to 1200 bi monthly $ .70 per 100 cu. ft or part thereof from 1201 - 2200 cu ft bi-monthly $ .90 per 100 cu. ft or part thereof from 2201 - 3200 cu ft bi-monthly $1.10 per 100 cu. ft or part thereof from 3201 - 4200 cu ft bi-monthly $1.50 per 100 cu. ft or part thereof from 4201 cu ft"bi-monthly & up Sewer $10.60 per unit per month Category 3 - All Other Users including but not limited to commercial and public establishments: Water $3.70 per water meter plus .60 per 100 cubic feet or part thereof per month Sewer $5.30 per month per water meter plus $.80 per 100 cubic feet or part thereof per month, All rates described in this section shall be subject to automatic annual adjustment on January 1 of each year based on the Consumer Price Index for November of the precediRg year as reported in "Economic Indicators" prepared by the Council of Economic Advisors. The Consumer Price Index for November 1979 is 227.6 and shall form the basis for the water and sewer usage rates for the year 1980. In calculating this annual adjustment the Clerk shall round to the nearest tenth of a dollar. THESE RATES SHALL APPLY TO ALL USERS EXCEPT BAINBRIDGE ISLAND SCHOOL DISTRICT WHOSE RATE SHALL BE ESTABLISHED BY SEPARATE ORDINANCE. Section 3 The rates established herein will become effective commencing with the May 1, 1980 billing period with the exception of the system participation fee for existing residences. The system participation fee for existing residences will become effective commencing with the July 1, 1980 billing period. Section 4 All other provisions of 74-16 shall remain in full force and effect. Ordinance 79-12 is hereby repealed in its entirety. Section 5 This Ordinance shall become effective five (5) days, after its posting or publication in the manner provided by law, PASSED BY THE CITY COUNCIL OF THE CITY OF WINSLOW, WASHINGTON.
