ORD 58-65 TREATMENT OF DOGS AND ANIMALS!
TOWN OF WINSLOW
AN ORDINANCE relating to the keeping, harboring and treatment
of dogs and animals;providing penalties for violations and declaring an
emergency.
B E IT ORDAINED by the Town Council of the Town of ,Winslow,
Washington, as follows:
Section 1. It shall be unlawful to keep or harbor any dog or
animal, which by act or habitual howling, barking, or other noise disturbs
or annoys any person or neighborhood, and the same is hereby declared to
be a nuisance, and the owner or custodian shall be guilty of a misdemeanor.
Each day shall constitute a separate offense.
Section 2, It shall be unlawful for the owner or any person having
control or charge of a vicious dog to harbor or keep such dog unless the same
is muzzled or confined in such a manner as to prevent it from biting any human
being or to permit any such dog to run at large at any time, For the purpose
of this resolution, a vicious dog is one on record as =having bitten a human
being without provocation.
Section 3. It shall be unlawful for any person to lay out or expose
any kind of pcison or leave exposed any poisoned food or drink or any substance
or fluid whatever whereon or wherein there is or shall be deposited or
mingled any kind of poison or poisonous or deadly substance or fluid what-
soever, on the premises of another, or in any unenclosed place, My person
who counsels, aids or assists another in the violation of this section shall be
deemed to be a principal, Provided, however, the Department of Game of the
State of Washington shall have the right to set out poison for predator control,
all in accordance with the said predator control policies,
Section 4. It shall be unlawful for any person wilfully and cruelly
to kill, injure or maim any dog or animal by any mode or means causing it
unnecessary pain, and it shall further be unlawful for any person otherwise
causing pain, suffering, or injury to any dog or animal to fail or neglect to
aid or attempt alleviation of pain, suffering, or injury so caused to any dog
or animal. It shall further be unlawful for any person to kill, by any mode
or means, any dog, or animal belonging to another, except as provided by
law or at the request, or with the consent, of the owner of said dog or animal.
Section 5. It shall be unlawful for the owner or custodian of any
female dog to allow such dog to be at large durh g the regular heat period and
any such dog running at large during such period is declared to be a nuisance.
Sectinn 6. It shall be unlawful for the owner or custodian of any
dog or animal to wilfully abandon such dog or animal, or to leave said dog
or animal without food and water for more than twenty-four (Z4) hours.
Section 7. It shall be unlawful for any person to remo~r.e, mutilate
or destroy any license or other identification tag from any dog or animal.
Section 8. Any person violating any provision of this Ordinance
shall be guilty of a misdemeanor and upon conviction thereof shall be fined
not to exceed Ore'Hundred ($100.00) Dollars or imprisonment not to exceed
thirty days or by both such fine and imprisonment.
Section 9. An emergency exists affecting the peace, health,
safety and general welfare of the citizens of the County of Kitsap, and
this Ordinance shall become effective immediately.
