RES 2015-02 COMMUTE TRIP REDUCTION PLANRESOLUTION NO. 2015 -02
A RESOLUTION of the City of Bainbridge Island, Washington,
to adopt an updated Non -drive Alone Target rate for 2019/2020 in
the City's Commute Trip Reduction Plan.
WHEREAS, the Washington State Legislature passed the original Commute Trip
Reduction Law in 1991; and
WHEREAS, the City of Bainbridge Island accepted a Commute Trip Reduction Plan
prepared for the City by Kitsap Transit, and subsequently passed Ordinance No. 93 -09 creating
Bainbridge Island Municipal Code (BIMC) Chapter 10.24 entitled Commute Trip Reduction
Program in 1993; and
WHEREAS, as an affected employer, the City has created a Commute Trip Reduction
program for its employees, including elements such as covered bicycle parking, locker room,
designated carpool parking spots, and a quarterly stipend; and
WHEREAS, the "Commute Trip Reduction (CTR) Efficiency Act" was passed by the
Washington State Legislature in 2006, modifying the previous CTR law; and
WHEREAS, in 2009, the City approved a substantial update to its Commute Trip
Reduction Plan and BIMC Chapter 10.24 through Resolution No. 2009 -15 and Ordinance No.
2009 -16, respectively ; and
WHEREAS, Washington state has approved an updated the State Commute Trip
Reduction (CTR) Plan 2015 -2019 which includes new statewide CTR program goals and
targets; and
WHEREAS, Kitsap Transit is coordinating the preparation of updates to the local CTR
program targets for Kitsap County, and the Cities of Bremerton, Port Orchard, and Bainbridge
Island; and
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND,
WASHINGTON, DOES RESOLVE AS FOLLOWS:
Section 1. The City of Bainbridge Island Commute Trip Reduction Plan is hereby
amended to adopt 36.8% as the City's Non -drive Alone Target rate for 2019/2020,
