ORD 58-67 INSTALLATION OF ADDITIONAL SOURCE OF WATER ORDINANCl NO, 67
AN ORDINANCE providing for the construction and installa-
tion of an additional source of water, extension of water dis-
tribution servicet providing for its subsequent operation,
maintenance and control, establishing its costs and providing
a mode of paysent, providing terms, provisions, covenants and
obligations of the Town incident to said payment, creating a
special fun~, providing for the sale of warrants, declaring
an emergency and authortsing an esergency expenditure in connec-
tion therewith.
WIIRIAS, the Town of Winslow has been and is operating a muni-
cipally owned water s~stem and in the Judgment of its Council it is in
the best interest of the public health, safety and welfare that an addi-
tional source of water be developed at the earliest possible time to
s~xpplement the existing water system which, due to the unprecedented dry
an~ hot perio~ experienced this season is no leaget adequate to provide
the health, sanitation and fire protection services required, and
WBII~AS, said development will consist of establishing a sur-
face water collecting basin on the O, L. N~vers property located in a
portion of the West ½ of the Souttn, est, of the Northwest ,, Section
Township 25 North, Range 2 last, W.M., Kitsap County, installation of
pumping equipment and approximately 1,900 feet of water main connecting
with an existing line of the present operating systems
WIEAS, no general indebtedness is to be incurred by the Town
ef Win,low in the acquisition, con,tractions installations saintenanee
or operation of such extension, a~
WIIRIAS, it is intended that such project, the reasonable cost
of which is estimted to be $8,000.00, shall be paid for by the preoee&s
of a sale of revenue warrants, which warrants in such principal amount
sh~ll be a claim only against the special fund heroin created.
