ORD 58-68 ASSESSMENT ROLL FOR LID 1TOV'~.' OF WINSLOW~ WASHINGTON ORDINANCE NO -' AN ORDINANCE approvin9 and confirming the assess- ments and assessment roll of Local Improvement District No. 1, which has been created and established for the purpose of paying a part of the cost of improving Winslow Way by blacktop paving, installing storm sewers, resetting water mains, installing sidewalks and moving and reinstailing power poles and telephone poles, as provided by Ordinance No. 56, and levying and assessing the amount thereof against the several lots, 'tracts, parcels of land and other property shown on said roll. WHEREAS, the assessment roll levying the special assessments against properties located in Local Improvement District No. 1 in the Town of Winslow, Washington, created under Ordinance No. 56, has been filed with the Town Clerk of the Town of Winslow, as provided by law; and WHEREAS, notice of the time and place of hearing thereof and of making objections and protests to said roll was duly published at and for the time and in the manner provided by law, fixing the time and place of hearing thereon for the 17th day of 3une, 1958, at the hou~ of 8:00 o'clock p.m., in the Town Hall, WinsldW~ WaShington, and further notice thereof was duly mailed by the Town Clerk to each property owner shown on said roll; and V~EREAS, at the time and place fixed and designated in said notice the hearing was duly held and thereafter duly continued, and two written pro- tests filed with the Town Clerk were read and submitted to the Town Counc~.l and were by it overruled, NOW, THEREFORE, BE IT ORDAINED BY THE TOWN COUNCIL OF THE TOWN OF WINSLOW, WASHINGTON, as follows: Section 1. That the assessments and assessment roll of Local Improvement District No. 1, which has been created and established for tl~e purpose of paying a part of the cost of improving Winslow Way by blacktop paving, installing storm sewers, resetting water mains, installing sidewalks and moving and reinstailing power poles and telephone poles, as provided by Ordinance No. 56, as the same now stands, be and the same is hereby in a]] things and respects approved and confirmed° Section 2o That each of the lots, tracts, parcels of land and other property shown upon the sa~d roll ~s hereby determined and declared to be specj. all¥ benelated by said ~mprovement in at least the amount charged against the same and the assessment appearing against the same is in propor- tion to the sevezal assessments appearing upon said rolI. There is he:eby levied and assessed against each lot, tract, parcel of iand and other prop- erty appearing upon said roll the amount finally charged against the same thereon. Section 3. That the assessment roll as approved and confirmed shall be filed w~th the Town Treasurer of the Town of Winslow for coIlection and that said Town T:easurer ~s he:eby authorized and dl. rected to publish notice as ~equired by law stating that said roll is in his hands for collec- tion and that payment of any assessment thereon or any portion of said assessment can be made at any t~me within thirty days from the date of the first publication of said notice without penalty, interest or cost, and that thereafte: the sum zema~n~ng unpaid may be paid in ten equal installments with interest thereon hereby fixed at the rate of 6%pe: annum. The first ~nstallment of assessments on sa~d assessment roll shall become due and pay- abie during the thirty-day period succeeding the date one year aftez the date of first publication by the Town Treasurer of notice that the assessment roll ~s in h~s hands for collection and annually thereafter each succeeding ~nstallment shall become due and payable ~n like manner. If the whole or any portion of the assessments remains unpaid aftez the first thirty-day period, interest upon the whole unpaid sum shall be charged at the rate of 6% per annum and each yea: thereafter one of sa~d installments, together with interest due on the whole of the unpaid balance, shalI be collected. Any ~nstallment not pa~d prior to the expiration of the said thirty-day period during which such ~nstallment ~s due and payable shall thereupon become delinquent. All delinquent installments shall be subject to a charge for ~nterest at 6% per annum and for an additional charge of 5% penalty levied upon both principal and interest due upon such ~nstalIment or installments. The collection of such delinquent ~nstallments will be enforced in the manner provided by law. - 2- PASSED BY THE TOWN COUNCIL of the Town of Winslows Washington, at a regular meeting thereof and APPROVED by the Mayor of the Town this 19th day of August, 1958.
