ORD 60-89 SPECIAL LEVY ELECTION ~%~e AN ORDINANCE .call.:ing a special levy election. o.n March 8, 1960, being two mills, shall be levied for the purpose of financing the con- tribution of the Town under contract for library service; and approving said contract. WHEREAS, the Town of Winslow~ has heretofore entered into a contract with Rural County Library District of Kitsap County, a copy of which is attached hereto and made a part hereof, under the terms of which the Kitsap Regional Library has obligated itself to provide public library services in accordance therewith, and WH~EEAS, the Town of Winslow, under the term of s~id contract will be required to pay the sum of $2,800.00 for such services for the period January 1, 1961 to December ~1, 1961, and WHEREAS, the availability of a free public library is deemed in the best interests of the Town of Winslow and a real need exists for ~he same, and WHEEFAS, the Town of Winslowl does not have sufficient revenue to pay for such library services unless raised by way of special levy, NOW, THEREFORE, ~E IT ORDAINED by the Council of the Town of Winslow, Washington, as follows: Section 1: There is attached hereto and made a part hereof by reference that certain contract between the Town of Winslow and Kitsap Regional Library, dated February 2, 1960, which contract has been signed for the Town by its Mayor, and which contract is hereby approved and ratified. Section 2: That at the General Election of March 8, 1960, in the Town of Winslow, there shall be submitted to the voters a special levy in terms as follows: Shall the~um of $2,800.00, the e~ millage req~uired to produce said amount being two mills, be levied upon the taxable property within the Town of Winslow in 1960 for collection in 1961 for the purpose of paying for free public library service to be furnished by Kitsap Regional Library within the Town of Winslow for the period January 1, 1961 to Dectuber 31, 1961. Section 3: This ordinance is declared to be one of necessity for the preservation and protection of the public welfare and well-being. An emergency is declared to exist and this Ordinance is declared to be in full force and effect from and after its passage, approval and publication as provided by law. PASSED BY THE COUNCIL of the Town of Winslow and approved by its Mayor at a regular meeting held on the 2nd day of February 1960.
