AN ORDINAN~ OF THE TGgN OF WINSLOW, WASHINGTON TO LI
REGULATE THE OPERATION OF BILLIAHD AND POOL ROOMS AND CARD ROOMS
WITHIN THE TOWN OF WINSLG~, AND PROVIDING PENALTIES FOR THE
VIOLATION THEREOF.
B~ it ordained by the Town Council of the Town of Winslow,
Washington, as follows.-
Section 1: It shall be unlawful for any person, firm or
corporation to open or maintain any billiard or pool room and/or card
room within the Town of Winslow without first having procured a license
so to do. The fee for such license shall be the sum of Ten Dollars
($10.00) per annm for each billlard table, pool table, pige&n hole
table or card table, but the minimum annual fee for each such license
shall be Twenty Five Dollars ($25.00).
Section 2: AppLication for such license shall be made in
writing to the Town Council of the Town of Winslow and shall set forth
the proposed location and the number of each type of table for m~ich
license is being applied for. Granting of such license shall be at the
sole discretion of the Town Council that the maintenance and operation
of such establishment shall not be considered detrimental to the adjacent
area or in close proximity to churches or schools, No license shall be
issued until the application has been acted on favorably by the Town
Council.
Section 3: Any license granted shall be personal to the
licensee and is not transferable.
Section 4: Billard rooms, pool rooms and card rooms within
the Town of Winslox shall be subject to the closing hours as set forth
in Ordinance No. 38 and amendments thereto.
Section 5: It shall be unlawful for any parson owning, managing
or having control of any billiard, pool or card room to allow. any persons
under the age of eighteen (18) years to loiter or play billiards, pool or
cards therein.
Section 6: Billlard rooms, pool rooms and card rooms must be
kept and conducted in a clean, sanitary and orderly condition, and no
boisterous, vulgar~ or profane language, and no rowdyism shall be tolerated
therein.
Section 7: The owner, manager, and person having control of a.
billlard, pool or card room shall be responsible for the enforcement of the
regulatio~ herein se~ forth. If, after investigation upon complaint, the
T~A Council shall by majority vote determine a billiard, pool or card room
is maintained or operated in a disorderly manner or to the detriment of
public morals, the li=ense of such bi]l~ard, pool or card room shall be
revoked by a majority vote of the Town Council and no refund shall be made
of the money ~wld for such license.
Section 8: Any person found guilty of violating any of the
provisions of the Ordinance shall be punished by a fine in any sum not to
exceed $100.00 or by imprisonment not exceeding 30 days, or both such fine
and imprisonment.
