AN ORDINANCE IECI~RING AN EMERGENCY AND AUTHORINING AN
EMERGENCY EXPENDITURE IN CONNECTION THEREWITH, AND PROViDING

WHEREAS, Kitsap County has elected to expedite its work of regrading,
widening and surfacing of its road extending west from the Town limits to
"Head of the Bay"', and
WH~n~AE, The Town of Winslow. maintains its trunk water line from its
two ~ater sources, Weaver's Road and Head of the Ba~, within the right of
way of said County Road and it has become necessary to lower several
sectiom~ of said line to conform to the regrade as established by the
County Engineer, and
WHEREAS, it will be to the interest of the public and in the interest
of economy to construct, during the period of regrading, two sections of
water main across the right of way under the proposed new pavement, and
WHEREAS, such expenditure is required for the continued usefulness
of public property and to the preservation of the public health and
welfare and could not be reasonably anticipated at the time of adopting
the 1960 Budget;
N~, THEREFORE, B~ IT ORDAINED by the Council of the Town of Winslow,
Washington:
That the required work be done in the most economical manner under
the d~ection of the Town Engineer,
That the same be paid for from anticipated revenue previously
budgeted for capital expenditures together with revenue of the Water
Fund not previously appropriated in total amount not exceeding the
estimated cost of $2,000.00,
That this Ordinance is declared to be one necessary for the
inmediate preservation of the public peace, property, health and safety
of the people of the Town of Winslow, Washington. An emergency is
hereby declared to exist and this Ordinance is hereby declared to be in
full force and effect from and after its passage, approval and publication
as provided by law.
PAS~ unanimously by the Council of the Town of Winslow, Washington
and app~oved by its Mayor at a regular meeting held on the 17th day of
May 1960.
