ORDINANCE No. 99-20
AN ORDINAl,ICE OF THE CITY OF BAINBRIDGE ISLAND,
WASHINGTON ELATING TO CONNECTION TO THE CITY
WATER SYSTEM, ADDING A NEW PARAGRAPH H TO BIMC
13.08.040.
WHEREAS, a structure for establishing water and sewer rates, charges and fees was put
into place by Ordinance 82-20 and subsequently amended on numerous occasions; and
WHEREAS, as a result of a professional study, the City restructured its water and sewer
rates through Ordinance 97-09 and has also reviewed both its processes for charging for
water and sewer service; and
WHEREAS, as part of that review, the City changed its structure for charging water and
sewer system participation fees through Ordinance 97-26 with the result that customers
with larger water meters now pay significan~y higher base water rates; and
WHEREAS~ as a result of the changes to the water and sewer rate structure enacted in
1997, the City has faced a number of complaints by customers aggrieved by sharply higher
charges, and the City has attempted to deal with those complaints equitably; and
WH[REAS, the City has now determined that the current monthly water rate structure
unfairly charges commercial customers who have a single line for both fire sprinkler and
domestic purposes; now therefore,
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON,
DO ORDAIN AS FOLLOWS:
SECTION 1. A new Paragraph H shall be added to Balnbridge Island Municipal Code
13.08.040 to read as follows:
Commercial customers who connected to the City' s water system on or before
February 28, 1991, and who have a single line serving both a requir~l fire sprinkler
system and domestic needs may, at their option and expense, install a double-check
back-flow prevention device and thereafter pay monthly charges based on the size of
the line serving only their domestic needs.
SECTION 2. This Ordinance shall take effect and be in force five days after publication
as required by law.
