AN ORDINANCE of the City of Bainbridge Island,
Washington, establishing a Parking Advisory
Committee; establishing the membership, duties
and authority of the Pa.,4,dng Advisory Committoe;
repealing Chapter 2.34; and adding a new Chapter
2.34 to the City of Bainbridge Island Municipal
Code.
· WHEREAS, the city is a non-charter code city organized and existing pursuant to
Title 35A of the Revised Code of Washington, and as such has the power to organize and
regulate its internal affairs; and
WHEREAS, the city council finds it desirable and in the public's interest to
establish an advisory body to aid the city council in addressing the n--,.~l for parking
facilities within the downtown and other areas of the city and the impact of proposed
development upon existing on-street and off-street parking facilities; now, therefore,
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND DO
ORDAIN AS FOLLOWS:
Section 1. Chapter 2.34 of the Bainbridge Island Municipal Code is repealed.
Section 2. A new Chapter 2.34 is hereby added to the Bainbridge Island
Municipal Code Parking Advisory Committee as follows:
Secttom 234.010 Parking Advisory Committee created - membership, appointment,
compensation and term.
There is hereby created a Parking Advisory Committee for the city,
hereinafter referred to as the Committoe. The Committee shall consist of
seven voting members who shall be appointed by the mayor and confirmed by
vote of the city council. The members of the Committoe shall not be officers
or employees of the city. Additionally, a councilmember of city council shall
serve as an ex-officio, non-voting member of the Committee.
The members of the Committee shall serve without compensation.
Three of the original members shall be appointed and confirmed for one-year
terms, two of the original Committee members shall be appointed and
confirmed for two-year terms, and two of the original Committee members
shall be appointed for throe year terms. Thereafter, the requisite number of
members shall be appointed and confirmed annually. The terms for all
subsequent annunlly appointed meiiibers shall be three years.
A member may be reappointed, and shall hold office until his or her
successor has been appointed and has qualified. Members may be removed by
the mayor upon consent of the city council.

In the event of any vacancy, the mayor, subject to confirmation of the city
council, shall make an appointment to fill the unexpired portion of the term of the
vacated position.
Sectlore 2.34.040 Orgamizafion
The mayor shall appoint annually one member of the Committee to serve
as chairperson for a one-year te.u. In making an appointment of the chairperson,
the mayor shall take into consideration recommendations made by Committee
members. The Committee shall adopt such rules and regulations as are necessary
to accomplish the duties prescribed in Bainbridge Island Municipal Code 2.34.050
and consistent with other provisions of this chapter. These rules and regulations
shall be placed on file with the city clerk. Necessary supplies and support staff
shall be provided by the city consistent with available resources.

The Committee shall serve in an advisory capacity to the mayor and the
city council in matters concerning parking. The Committee shall forward any
recommendations to the planning commission for review and comment prior to
reporting to the council; provided that minor recommendations or those matters
outside the purview of the planning commission may be referred directly to the
city council. In its advisory capacity, the Committee shall:
Undertake such surveys, analyses and research as are generally authorized or
requested by the mayor or city council, concerning parking within the
downtown area of the city and concerning parking for ferry commuters.
B. Study the need for and make recommendations to the Mayor and City
Council regarding:
1. The impact of proposed development of property within the City upon
existing downtown parking facilities and the need, if any, for new parking
facilities in the downtown area to serve said development;
2. The need for, if any, for new parking facilities to serve ferry commuters;
3. The need for, and method of financing, construction and maintaining
public parking facilities within the City;
4. The establishment and collection of parking fees for city parking facilities;
and
5. The establishment of local improvement districts to pay the cost of parking
facilities or any part thereof;
B. Recommendations to the planning commission and/or the city council to hold
public hearings on the above matters; and
C. Have such other .powers and duties as may be provided by resolution or
ordinance of the city council from time to time.
Section 2.34.060 Transmittal of Minutes to City Council
The Committee shall forward a copy of all meeting minutes to the city council
for the infonuation of the council.
Section 3. This ordinance shall take effect and. be in full force five days from and
after the date of its passage, approval, publication and posting, as required by law.
