ORDINANCE NO. 99-18
AN ORDINANCE of the City of Bainbridge Island, Washington,
relating to the adoption of design guidelines for urban multifami!y
development in the R-8 and R-14 zones, amending Section 18.41.010, and
adding Section 18.41.060 of the City of Bainbridge Island Municipal Code.
WHEREAS, the City adopted a Comprehensive Plan on September 1, 1994, as amended,
requiring the development a master plan for Winslow, and
WIrlEREAS, the City Council passed Ordinance 98-11 on May 21, 1998 to amend the
City' s Comprehensive Plan to incorporate the recommendations in the Winslow Master Plan, and
WHEREAS, the Winslow Master Plan calls for the development of design guidelines to
ensure that urban multifamily development in the R-8 and R-14 zones is compatible with
surrounding development, and
WHEREAS, the design guidelines are to be implemented to the greatest extent possible,
taking into consideration the special circumstances and features of a site; now therefore,
THE CITY COUNCiL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON,
DO ORDAIN AS FOLLOWS
Section 1: Section 18.41.010 of Chapter 18.41 of the Bainbridge Island Municipal
Code is amended as follows:
18.41.010 Applicability.
All development, exterior renovation and redevelopment of the following zones shall comply with
this chapter:
A Mixed Use Town Center and High School Road zones contained in BIMC 18.41.030.
B Fort Ward district as delineated in the map contained in BIMC 18.41.040.
~.Multifamilv development in the_ R-8 and R~ 14 zones,_~provided that applications submitted
prior to December 8, 1999 shall not be subiect to the requirements of this section

Section 2: The design guidelines for multMhmily development included as Exhibit A
to this ordinance are added as new section 18.41 060 to the Bainbridge Island Municipal Code as
tbllows:

Section 3: Relationship to other zouing provisions.
To the extent that the requirements set forth in the provisions of this ordinance amending
or adding sections to Chapter 18 of the Bainbridge Island Municipal Code are inconsistent with
requirements set forth in other City code provisions, the requirements set forth in this ordinance
shall supersede the requirements in other City code provisions.
Section 4: This ordinance shall take effect and be in force five days from and after its
passage, approval, publication and posting as required by law.

Design Guidelines for Multi-Family Development in the R-8 and R-14 Zones
The purpose of these design guidelines is to encourage better design and site planning,
and to ensure that new multi-family development is sensitive to the character of the
surrounding neighborhoods
The guidelines are meant to indicate preferred conditions, while allowing for other equal
or better solutions to be considered They are to be applied with an attitude of flexibility,
recognizing that each development site and project will have particular characteristics
that may suggest that some guidelines be emphasized and others de-emphasized.

Screening Surface Parking
Intent:
To provide a transition between higher density residential and lower density residential
development.
Guideline:
Where surface parking lots are adjacent to single family districts, there should be a planting
strip an average of 25 feet in width (but no less than 15 feet), containing a Full Screen
landscape. Paths are allowed as part of the landscaping strip.

Reducing the Visual Impact of Large Development
Intent:
To modulate multi-family development so that it is compatible with the surrounding context of
the town center
Guideline:
Large development projects should be divided into small parts by alleys, lanes, allees,
courtyards, passageways, and landscape areas that separate and organize the configuration Of
buildings.

Pedestrian Connections and Open Space
Intent:
Fo provide residents of the development pedestrian access throughout the district and to common
open spaces within the development.
Guideline:
Most of the common open space should be designed to allow residents to walk throughout the
development and to any adjacent commercial or recreational areas. Further, pedestrian trails and
pathways should provide all residents with access to on-site amenities such as pools and tennis
courts Some place for children to play should also be provided.

Clustering to Preserve Open Space

To allow higl~er density development in a manner that retains the image of open space in the
north end of the town center.
Guideline:
On parcels north of High School Road, new multiple family development should be clusfered
so that open fields and/or densely vegetated areas appear to be largely intact. Where possible,
open fields and/or densely vegetated areas close to roads should be preserved.

lnteut:
To ensure ~hat buildings in higher density residential development are compatible with forms
typically associated with lower density residential.
Guideline:
All buildings, including accessory structures such as garages and carports, should incorporate
pitched roof forms. The angle of the pitch should falI within the range of 5:12 and 12:12.

Encouraging Varied Details
intent:
To ensure that denser types of housing include details that create a sense of human scale and
that bre~ down the bulk of larger buildings.
Guideline:
Buildings containing residential dwellings should incorporate most, if not all, of the following
elements:
Front porches or stoops
Bay windows or doramrs
Visible trim around windows and building comers
Base ~ficulation, such as a plinth or first floor raised above grade

Intent:
minimize the visual impact of garages and driveways,
Guideline:
Garages should be arranged so that they do not face directly upon either the public street or the
principle access lane through the development, Garages may be accessed from courtyards,
secondary lanes, or alleys.
