ORD 99-41 HOME OCCUPATIONSORDINANCE NO. 99- 41
AN ORDINANCE of the City of Bainbridge Island,
Washington relating to Home Occupations, and amending
Sections 18.96.020 and 18.96.030 of the Bainbridge Island
Mtmicipal Code.
WHEREAS, the City adopted a Comprehensive Plan on September I, 1994,
establishing goals and policies for the city; and
WHEREAS, the City adopted an Economic Element as part of the Comprehensive
Plan on January 21, 1999, establishing goals and policies for the economic vitality of the
city; and
WHEREAS, Goal 2 of the Economic Element of the Comprehensive Plan directs
the City to support entrepreneurism by providing adequate land use designations in
keeping with the character of the island; and
WHEREAS, Policy E 2.1 of the Economic Element of the Comprehensive Plan
provides for the expansion of the opportunities for home-based business;
WHEREAS, Policy E 2.2 of the Economic Element of the Comprehensive Plan
provides consideration of performance standards to minimize impacts of home-based
businesses in residential neighborhoods;
WHEREAS, Goal 2 of the Cultural Element of the Comprehensive Plan advocates
inclusion of the quality arts education in our schools and in community settings;
WHEREAS, Goal 8 of the Cultural Element of the Comprehensive Plan
encourages support of creative and economic environments that allows artist to continue
to live and work in and for the community, and for themselves;
WHEREAS, the Bainbridge Planning Commission recognizes that opportunities
for artistic and cultural enrichment is provided to citizens of the island through in-home
lessons; NOW THEREFORE,
THE CITY COUNCIL OF THE CITY OF BA1NBRIDGE ISLAND,
WASHINGTON, DO ORDAIN, as follows:

Section 18.96.030 D of the Bainbridge Island Municipal Code is mended
18.96.030 D.
The use shall not generate additional vehicular traffic beyond that typical for the
residence and one employee, except that home-based teaching businesses shall be
allowed ul~ to 24 student-related trips per day unless the home-based teaching business is
located immediately adjacent to and has direct access to a secondary and/or primary
arterial street as designated on the adopted street classification may, in which case the
business is allowed unlimited student-related trivs;
Section 2: This ordinance shall take effect and be in force five days from and after its
passage, approval and publication as required by law.
