ORD 99-54 COMMERCIAL PARKING TAX RATEORDINANCE NO. 99-54 AN ORDINANCE of the City of Bainbridge Island, Washington, relating to the City's commercial parking tax rate; and amending Chapter 5.10.020 of the Bainbridge Island Municipal Code. WHEREAS, RCW 82.80.030(4) provides that cities are authorized to collect a tax on the gross proceeds of persons who operate commercial parking lots; and WHEREAS, the City of Bainbridge Island has imposed such tax requirements since 1992; and WHEREAS, the likely passage of Initiative 695 is likely to put extreme pressure on the City' s ability to accomplish its mandated functions with the revenues allowed to it; no'v, therefore THE CITY COUNCIL OF TI-fE CITY OF Bainbridge Island, DOES ORDAIN AS FOLLOWS: Section 1. Chapter 5.10.020 of the Bainbridge Island Municipal Code is hereby amended as follows: 5.10.020 Tax levied. From April 1, 1992, through December 31, 1992, On and after December 1, 1999, there is levied upon and shall be collected ~om every person engaged in a commercial pro'king business within the city a commercial parking tax in an amount equal to ~ thirty percent of the gross proceeds of the commercial parking business less an annual discount to be deterinimical each year by December 1 for the next calendar year by resolution of the City Council. rDn p~nd after January I, 1993, this tax shall bc levied at a rate of eight percent of the gross proceedz of the cormncrciaI parking business. Section 2. In the event that Initiative 695 is approved by the voters of the State of Washington, the discount for the period of December 1, 1999 through December 31, 2000 shall be eighteen percent.
