ORD 99-55 WATER AND SEWER UTILITY RATES,~l~e'"r':-"O~iii[~/'Ra"~s (Ord 99-55).doc ............................................... 15a'¢~"'i Revised September 30, 1999 ORDINANCE NO. 99-55 AN ORDINANCE of the City of Bainbridge Island, Washington, relating to the City's water and sewer utility rates; and amending Section 13.16.060 of the Bainbridge Island Municipal Code. WHEREAS, the City reviews utility service rates on an annual basis and determines whether the rates should be increased based on the Seattie Area Consumer Price Index for November of the prior year; and WHEREAS, the likely passage of Initiative 695 is likely to put extreme pressure on the City's ability to accomplish its mandated fimctions with the revenues allowed to it; now, therefore THE CITY COUNCIL OF THE CITY OF Bainbridge Island, DOES ORDAIN AS FOLLOWS: Section 1. Section 13.16.060 of the Bainbridge Island Municipal Code is amended as follows: 13.16.060 Automatic annual fee adjustment. A. All rates described in Section E of Ordinance 82-20, as amended, shall be subject to an annual review which may result in a fee adjustment beginning with the January -1-~' billing period of each year ba-s~-on equal to the annual percentage increase in the Eeatt!e United States Consumer Price Index, All Urban Users Consumers CPI-U) for November of the preceding year as shown in the release from the Bureau of Labor Statistics plus two percent. B. The January billing period for those rates based on meter readings will begin with the December 15'h reading of the preceding year. C. The Seattle Consumer Price Index, All Urban Consumers for November, 1985, rate. was 32q.0 and for November, 1986, is 325.9. In calculating the annual adjustment the City shall utility clerk shall subtract the prior year's CPI rate from this year's CPI rate and divide the answer by the prior year'$ CPI rate to arrive at the percent of increase/decrease. The existing utility rate is multiplied by the percent of incroazc~/decreaso and the adjustment amount is added to or subtracted from last year's rate. The utility clerk shall round off all final calculations to the nearest cent where the rate provides for cents and to the nearest dollar where the rate does not provide for cents. Section 2. All water utility rates and charges on and after December 31, 1999, shall be 4.6% over the rates in effect on the date of this ordinance. Winslow sewer rates and charges shall be 3.1% over the rates in effect on the date of this ordinance. These rate increases shall be in effect for all billing periods in the calendar year 2000, and for the calendar year 2000 shall substitute for and replace the rate increase for water utility rates and charges and Winslow sewer rates and charges authorized in BIUMC 13.16.060, as amended in Section 1 of this ordinance. Section 3. This ordinance shall take effect and be in force on and after December I, 1999, which date is morn than five days from and after its passage, approval, and publication.
