AN ORDINANCE OF THE CITY OF BAINBRtDGE ISLAND, WASHINGTON,
FINDING SUBSTANTIAL NEED FOR THE CITY TO INCREASE THE LEVY
OF GENERAL PROPERTY TAXES FOR THE CITY OF BAINBRIDGE ISLAND
FOR THE YEAR 2001 AT A RATE IN EXCESS OF THE INCREASE IN
THE IMPLICIT PRICE DEFLATOR.
WHEREAS, the City Council of Bainbridge Island has chosen to levy its propert5' taxes
lk>r thc 3'ear 2000 at aratc below the maximum alloxxed by statute; and
WHEREAS, Chapter 84.55 RCW. as annended by Laws of 1997, Chapter 3, (Referendum
47) requires that in order IBr a taxing district with a population of 10,000 or more, such as
the City of Bombridge Island to approve a tax leD' in excess of the increase in the
growth m the implicit price deflator. a finding of substantial need must be reached by a
majoribI of the district's legislative body plus one vote: and
WItEREAS. the voters of the State of Washington have approved Initiative 695 xvhich
significantly restricts the City's abilit_,, to raisc taxes by ordinance after January. 1, 2000: and
WHEREAS. the Office of Financial Management of the State of Washington has determined
that the City of Bainbridge Island will lose $893.282 in shared revenues in the year 2000 and

WASHINGTON. DO ORDAIN AS FOLLOWS:
