C. W. 35.63.090. BB IT ORDAINBD BY THB TOWN COUNCIL OP THB TOWN OP WINSEOW, WASHINGTON: SBCTION I. D~PINITIONS: The '~omprehensive Plan" of the Town of Winslow is that co-ordinated plan formulated and recommended by the Planning Commission, from time to time, and adopted by the Town Council relating to the regulations of land use, establishing standards of population density, establishing standards of riShts- o£-way, improvement of public streets, location and development of parks and playgrounds, orientation of lots, aliF~unent, classification, and location of streets, structural and environmental requirements of buildings, and estab- lishment of public improvement programs. SBCrlON lI. AUTHORITY: The Planning Commission is hereby charged with the responsibility of studyinS, preparing, analyzing, and formulating of such ordinances which contain regulatory measures of public policy, and shall hold public heazings, and shall recommend such ordinances and other public policy recommendations for presentation to the Town Council for enactment. SBCTION III. POLICY It shall be an official policy, in making decisions in regard to the location, size, and extent of industrial, residential, school, park, com_mercial and utility sites and buildings, to take into consideration specific standards regarding each of these land uses. Said standards, with revisions and amend- ments, shall be an integral part of the following policies. It shall be an official policy when any land use reclassification is to occur between any abutting governmental agencies that lie ~rithin the boundaries of this organization that the agency which initiates the action shall notify the abutting agency before any positive action is taken. It shall be an official policy that minutes and official decisions of this body be forwarded to the members of the Winslow To~:m Council. It shall be an official policy in the deve!Dping of the Comprehen- sive Plan that all community clubs, professional clubs, newspapers, etc., be made aware of any change before said change is implemented. In developing community and neighborhood plans, it shall be an official policy to segregate conflicting land uses; to group together similar land uses; to prevent encroachment or infiltration of conflicting land uses. It shall be an official policy to conserve and protect ae far as possible our future road rights-of-ways, future school, park sltes;! ~ It shall be an official policy to relate the location of the thoroughfareS~in direc~ relation to topography and to prevailing use of the land they serve. The design and location of thoroughfares and highways Shall be planned in conjunction with the City Briginner. It shall be an official policy that standardization of set-backs, height restrictions, performance standards, building requirements, fire codes, health regulations~ etc., be uniform throughout the jurisdiction of this commission. SBCTION IV. DtiC,,L~!ON: The Town Cou~.cil of the Town of Winslow, in making this declaration, hereby establishes that the formulation of all public policy shall hereafter be in accordance with the provisions of this portion of the Comprehensive Plan, as heroin contained, and as may be amended £rom time to time. SIETION V.. VALIDITY: Should any Section, subsection, paragraph, sentence, clause, or phrase of this ordinance be declared unconstitutional or invalid £or any reason, such decision shall not a~fect the validity of the remaining portions of this ordinance. $.lCr.XON .Vx: This ordinance shall take effect and be in force five days £rom and a~ter its passage, approval, and legal publication.
