ORD 61-104 EMERGENCY EXPENDITURES WHERFA~, The Council has-for several years considered the caphints
and petitions from citizenry. in the matter of °.4 -1 control, and
WHEEEAS, for the first time a practical means of handling the p~eblem
has developed through the establishment of ~ County-~i~e Humane Society, and
WHEREAS, the need for such control has increased t~ the point that it
is considered te the best interests of the citizens of Winslow to employ
the services thus made available, and
WHEREAS, the severity of the problem makes it an emergency in the
health and welfare of the citizens, and
WREEEAS, the establishment of the sex~ees now available could not
be reasonably anticipated at the time of a~opting the 1961 Budget.
NOW THEREFCRE, ~ IT C~DAINED by the Council of the Town of Winslow,
Washington:
That an emergency ~sts:,
That the services of the Kitsap County Humane Society be contracted
for the period September 1, 1961 te December 31, 1961,
That the sum of $ 132.00 is hereby authorized in payment of such
services,
That money available in the Current Expense Fund not previously
appropriat~ be ~esignated for this purpose.
