RES 63-04 PARKING METERSRESOLUTION
A RESOLUTION directing the placement of Parking Meters in the
Ferry Teminal Parking Lot, authorizing the Mayor to negotiate the
leasing of the required number of meters, establishing the make and
type of meter, the term and provisions of the lease and setting forth
the hours and regulations of operation.
WEEBEAS, the Tewn has acquired by lease a certain described
area known as the Winslow Ferry Terminal Parking Lot, and
WHEREAS, the Town Council has made a detailed study of
various makes of parking meters and their use when installed in this
particular parking area:
NOW, THEREFORE BE IT RESOLVED BY THE TOWN COUNCIL OF THE
TS~N OF WINSLOW, WASHINGTON:
That the Mayor is hereby authorized to negotiate a lease
with the Nautec Corporation, Duncan Parking Meter Division providing for
installation of the number of meters as determined by the Town Engineer
which will approximate 90 twin type and 9 single type manually operated
units on a trial basis for a period of one year on the basis of split
of earned revenue 50% to lessor and 50% to the Town.
That at the end of the one year the lessor may at request of
the Town remove all meters without further expense to the Town, or if
the Town elects a lease will be negotiated to retain the meters on a
50% - 50% division of the revenue or the option to pay $1-50 per month
per parking space until the value of the meters together with the
installation costs including the costs of widening certain island areas
all as specified in the original trial period lease has been paid.
That the widening of the island areas and installation of the
meters shall be done by a contractor satisfactory to both the lessor and
Town and that all inspection of said work shall be supervised and inspected
jointly by the lessor' s authorized representative and the Town Engineer.
That the costs of widening the island and meter installation costs
shall be added to and become a part of the total value specified in the
lease. This provision of the lease is anticipated to be approximately
$2,000.00 more or less and the value of the meters accepted at (a) Twin-
type units $107.50 plus $2.10 freight each, (b) Single-type units $59.OO
plus $1.00 freight each.
That, the Town has selected gunmetal gray as the color for the
units except that approximately 30 shall be furnished in a red color.
That, in addition to the meters, installation costs, and widening
of islands, there shall be furnished and the value added to lease two (2)
Fine-O Meter collection boxes installed and lOO0 sets violation tickets
printed as per copy approved by the Town at an anticipated cost of approx-
imately $75.00-
That, the date of delivery of the meters is a factor of prime
consideration and the Duncan Parking Meter representative assured the Council
a 15 day delivery provision could be made a part of the lease.
That, the Mayor is hereby authorized to execute a lease on behalf
of the Town that conforms fundamentally to the provisions herein set forth
provided that the Council' s Public Safety and Auditing Committees have affixed
their approval.
PASSED by the Town Council of the Town of Winslow, Washington by
motion of Councilman Gatchet, seconded by C~cilma~~ Studerus, and approved
by unanimous vote of the Council on this 18th day of June 1963.
