A RESOLUTION PERTAINING TO GOVERNOR DAN EVANS' PIAN F(R APPORTIONING $25,000,000.00
BIENNIALLY IN STATE FUNDS TO CITIES AND TOWNS OF THE STATE OF WASHINGTON.

Governor' s plan would apportion said s~n on the following basis:
on the basis of population.
to Citie~ of over 20,000 population.
to Cities having five (5) or mere full time police officers.
to Cities having five (5) or more full ti~z paid Firemen.
Tu,a of Winslow, being a Fourth Class Town of 1232 population,
under Nos. 2, 3 and 4 of the above plan for the following reasons:
1. The requirement of 20,000 population is not possible within the fore-
seeable future.
2. The cost of five full tim police officers would be prohibitive in
relation to population and income.
3- A full time paid Fire Department of five or more Firmen would be
desirable, but the cost would be prohibitive under anticipated
income o
WHEREAS, it is the belief of the Officials of the Town of Winslew that a sub-
stantial number of Fourth Class Towns in the State of Washington will be unable to
qual~y for 75% of the $25,000,000.00 to be apportioned biennially under Nos. 2, 3
and 4 of the Governor' s plan for the reasons above stated.
WHEREAS, the Legislature of the State of Washington has in prior years concluded
that the fairest way to apportion funds to Cities and Towns is on a population basis
as evidenced by the following:
1. Liquor Profits.
2. Liquor Excise Ta~ss.
3. Automobile Excise Tax.
4- Gas Taxes.
WHEREAS, the Council of the Town of Winslow believes that the $25,000,000.00
should be apportioned only on a population basis, now therefore;
BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF WINSLOW:
That Governor Evans' plan for apportioning $25,000,000.00 biennially among the
Cities and Towns be ~eclared to be an inequitable distribution of State fund~
benefiting the large Cities of the State at the expense of the small Towns.
