A RESOLUTION ESTABLISHING CITY OF WINSLOW POLICY IN THE PUBLIC USE OF THE
CITY HALL.
WHEREAS, the Winslow City Hall built in 1969 has space available for public
assembly, and
WHEREAS, various Bainbridge Island organizations and citizens have requested
use of the space in the City Hall,
NOW THEREFORE, BE IT RESOLVED BY the Council of the CITY OF WINSLOW, WASHINGTON,
that the following regulations shall govern public use of the City Hall.
These regulations shall govern public use of the main floor meeting room
and the unassigned room below it in the basement. All other space in the
building shall be for the exclusive use by the City employees in the
performance of City business, and as specifically permitted by the City
Council.
The City shall have exclusive use of the City Hall for regularly scheduled
meetings of the Council, Planning Commission, Municipal Court, and for gen-
eral elections.
The City shall have exclusive use of the City Hall for special meetings of
the Council, Council committees, Planning Commission, Planning Commission
committees, Board of Adjustment, public hearings, Municipal Court, and for
special elections, for which use the chairman of such meeting shall notify
the City Clerk at least 7 days in advance of the meeting date. When more
than one special City meeting is scheduled for the same day, the Clerk shall
notify the chairman of each meeting and shall coordinate a schedule of times
and rooms mutually agreeable to all chairmen. In the event agreement cannot
be reached, the Mayor shall establish the schedule, and advise each chairman
in writing.
4. The City will permit tax supported organizations related to the City to con-
duct regular and special meetings in the City Hall without charge. Particu-
larly, the organizations are:
Bainbridge Island Park and Recreation Board
Bainbridge Island Fire District
Bainbridge Island School District No. 303
Bainbridge Island Library Board
State Patrol Drivers License Examiner.
Kitsap County Board of Commissioners or advisory or administrative
organizations reporting directly to the Board of Commissioners.
If any such organization wishes to use the City Hall for regularly scheduled
meetings, the chairman shall notify the City Clerk in writing of the de-
sired schedule, and if no conflict occurs with a scheduled City meeting, the
Clerk shall grant permission for the scheduled use. If a conflict occurs,
the Clerk shall notify the chairman, who shall propose a revised schedule.
When a satifactory schedule is established, the Clerk shall notify the Mayor
and Council.
When any such organization wishes to use the City Hall for a special meeting,
the Chairman shall notify the City Clerk at least 7 days ahead of the desired
date. If no conflict with a regular or special City meeting exists, the
Clerk shall grant permission for the special use. If a conflict occurs, the
Clerk shall notify the chairman, who can request another date and time.
When a satisfactory date and time is established, the Clerk shall notify
the Mayor of the special meeting.
The City may grant permission to non-profit and non-partisan (political)
organizations to use the City Hall for meetings. When such an organization
wishes to use the City Hall, the President or other person in charge shall
apply to the City Clerk at least 7 days ahead of the requested meeting
date. If no conflict exists with any meeting established in Articles 2-4,
above, the Clerk shall so notify the Mayor immediately. The Mayor shall
grant or deny permission for the organization to use the City Hall. When
the Mayor grants permission, the President or other person in charge of
the organization shall execute the form attached to this resolution and
make payment ot the City at the rate of ten dollars ($10) for each hour
and fraction thereof that the City Hall is open for the meeting.

1. Charge no admission or assessment to those attending for purposes of profit;
2. Permit attendance of a City officer or employee during the meeting;
3. Repair or replace at cost any furnishings in the City Hall damaged as a
result of the meeting;
Hold harmless from civil liability the State of Washington, County of
Kitsap, and the City of Winslow its agents and employees for any loss or
injury caused by the negligence or other act of any person or organization
using City facilities or equipment which is incidental to the above men-
tioned meeting;
5. Pay the City of Winslow at the rate of Ten Dollars ($10) for each hour and
fraction thereof for the time the City Hall is open for the meeting.
