ORD 62-116 LICENSING OF DOGSAN CRDINANCE ELATING TO THE LICENSING OF DOGS, AND PROVIDING PENALTIES FOR VIOLATION OF ITS PROVISIONS. BE IT ORDAINED BY THE COUNCIL OF THE TOWN OF WINSLOW, WASHINGTON: SECTION 1. DOG LICENSES REQUIRED. It shall be unlawful on or a~ter September 1, 1962, for any person, firm or corporation to own, keep or have control of any dog over the age of (4) four months within the Town of Winslow unless said person, firm or corporation shall have first pro- cured a license therefor as hereinafter provided. SECTION 2. LICENSE FEE. The following fee shall be paid for Licenses hereunder: FCR EACH DOG ......... $ 2.00 ~CTION 3- DATE D~E. All licenses granted hereunder shall be due and payable the first day of September, 1962, and each succeeding September 1st thereafter. If the license fee above provided for is not paid on or before November 1, 1962, and each succeeding November let, the applicant shall pay a penalty fee of $2.00 for each license in addition to. the regular fee as stated above. SECTION 4- ISSUANCE OF LICENSES. It shall be the duty of the Town Clerk, his appointee, or his authorized agent to issue licenses to persons applying therefor, upon payment of the license fee as herein pro- vided, and a tag for each dog licensed. The license shall be dated and numbered and shall bear the name of Winslow, Washington, the name and address of the owner or keeper of the dog licensed, the name of the dog, and a description of the dog, including its age and sex. The tag shall bear the name of Winslow, Washington, a serial number corresponding with the number on the license, and the calendar year in which it is issued. It shall be the duty of every owner or keeper of a dog to keep a sub- stantial collar on the dog and attached firmly thereto the license tag for the current year. SECTION 5. LICENSES NON-TRAN~BTF.. Dog licenses as provided herein shall be non-transferable from one dog to another. --SECTION 6. I~ST TAGS. Lost License tags may be replaced by a substitute identification ~ag upon payment of fifty cents to the Town Clerk, his appointee, or his authorized agent. --SECTION 7. UNLAWFUL TO R~OVE ~ICENSE TAG. It shall be unlawful for any person other than the owner or keeper to remove a license tag from any dog licensed under the provisions of this ordinance. SECTION 8. UNLICENSED DOGS - IMPOUNIED. All dogs not licensed hereunder, or who do not exhibit the license identification tag hereinabove provided, are declared to be a nuisance and may be sei~.ed and impounded. Provided, that the provisions of this section shall not be maintained to apply to dogs brought into the Town for the purpose of participating in a when such c b used by blind persons for the purpose of aiding them in going from place to place. -2- SECTION 9. PENALTY. Any person who refuses, or fails to comply with, or violates any of the provisions of this ordinance shall be guilty of a misdemeanor and shall be punished by a fine not to exceed $300.00 or by imprisonment not to exceed ninety days, or by both such fine and imprisonment. SECTION 10. SEVERABILITY. Should any part of this ordinance be adjudged invalid for any reason, such adjudication shall not effect the validity of this ordinance as a whole.
