A RESOLUTION of the City Council, City of Winslow,
Washington, declaring~ the intention of the Council
to order the formation of a local improvement dis~
trict for the acquisition, construction, and install-
ation of extensions to the City's Water System in an
area within the boundaries of said proposed local
improvement district setting forth the nature and
territorial extent of such proposed improvements;
designating the number of the proposed local improve-
ment district; and describing the boundaries thereof;
stating the estimated cost and expense of such improve-
ments and the proportionate amount thereof which will
be borne by the property within the proposed local
improvement district; and fixing a date, time, and
place for a public hearing on the formation of the
proposed local improvement district.
I~P~AS, the residents of the area comprising the proposed local
imorovement are served by a four inch and two inch dead end water line, with
no fire protection capabilities; and whereas the residents have complained
over a period of several years of dirty and unuseable water conditions;
and whereas an investigation has sho~nn that the only wa~v to solve the problem
and orovide them with clean water and with a system with fire protection
capabilities is to abandon the existing water line and replace this with
a six inch !oooed line and install one fire hyda?antjand
V~ERE~S, the City has no funds budgeted for capital improvements
in this area and no funds available for budgeting for the proposed improve-
ments; and
~^~REAS, the majority of the residents of the area of the pro-
posed local improvement district have informally petitiened the City
requesting correction of the unsstisfactory conditions and to a degree have
indicated a willingness to participate in the payment of the cost thereof; and
~REAS, it is deemed necessary, advisable, economically feasible
and to the best interest of the City and its inhabitants that the acquisition
construction, and installation of the proposed improvements be ordered and
that a local imorovement district be created and assessments levied therein
in order to pay the cost of acquiring, cnnstructing, and installing the
imorovements within the proposed local improvement district~
NOW, THEREFORE, BE IT RESOLVE~D by the City Council, City of Winslow,
Kit sap County, Washington, as follows:
Section 1. It is the intention of the City Council to order the
imorovement of the following described area within the Corporate Limits of
the City of Winslow by the acquisition, construction, and installation of
an extension to the City Water System described in Section 2 below:
That portion of Government Lot No. 3 and 4, Section 27,
Township 25 North, Range 2 East, W.M., described as
follows:
Beginning at the Northeast corner of said Government Lot
No. 3; thence Westerly 15 feet to the West right-of-way
line projected of Lovell Avenue S.W.; thence Southerly
on an irregular line along the West right-of-way line of
Lovell Avenue S.W. 935 feet, more or less; thence Westerly
132 feet, more or less, to the Meander Line; thence South-
easterly along said Meander Line to the Meander Corner at
the intersection of the Meander Line and the South line
of said Section 27; thence Easterly along the South line
of said Section 27 to a point which lies 68.06 feet
N 89o32'50'' W of the Meander Corner at the intersection
of the Meander Line and the South line of said Section
27; thence Northerly 297.5 feet, more or less, thence
Westerly 325 feet, more or less, to the East right-of-way
line of Wood Avenue S.W.; thence Northerly along the East
right-of-way line of Wood Avenue S.W. projected 122.5 feet
more or less, to the North right-of-way line of Parfitt Way
S.W.; thence Westerly along the North right-of-way line of
Parfitt Way S.W. projected 60 feet, more or less, to the
West right-of-way line of Wood Avenue S.W.; thence Southerly
along the West right-of-way line of Wood Avenue S.W.
projected 40 feet, more or less, to the South right-of-way
line of Parfitt Way S.W.; thence Easterly along the South
right-of-way line of Parfitt Way S.W. to the West right-
of-way line of ~ood Avenue S .W.; thence Southerly ~along
the West right-of-way line of Wood Avenue S.W. 100.06 feet;
thence Westerly 475 feet, more or less, to the East right-
of-way line of Lovell ~venue S.W.; thence Northerly on an
irregular line a~ong-~-t~ East right-of-way line of Lovell
Avenue S.W. 1000 feet, more or less,to the centerline of
Winslow Way West;thence Westerly along said centerline
20 feet to the Point of Beginning.
All of Govenament Lot No. 1, Section 34, Township 25 North,
Range 2 East, W.M., except the Easterly 70 feet thereof, more
particularly described as follows; beginning at the Meander
Corner which is the Northeast corner of said Govenament Lot
1; thence along the Meander Line S 44o00'04'' W 70 feet;
thence N~20~5~'t. 40'' W 54.39 feet to a point on the North
line of said Section 34; thence N 89o32'50'' E 68.0~ feet
along the North line of said Section 34 to the Point of
Beginning.
Section 2. The nature and territorial extent of the proposed
improvement shall be the acquisition, construction, and installation of
a six (6) inch loop extension to the City's water system together with
all fittings, valves, and fire hydrants to serve the residents of the pro-
posed local improvement district and shall lie along, over, and under the
following described streets, avenues, and private easements in the City
of Winslow:

All water lines shall be six (6) inch diameter, Class 150, asbestos
cement. Fire hydrant shall be standard 5 1/4 inch two port with steamer
outlet. Blow off shall be standard two (2) inch. Six (6) inch section-
alizing valves shall be installed at connection points to existing main on
Parfitt Way S.W.
The City shall acquire all property, rights of way, easements,
franchises and other rights necessary for the acquisition, construction,
installation and operation of such improvements and shall enter into
such contracts as m~? be necessary. to c~.rry out said construction olan.
It is hereby provided that the hereinbefore authorized plans of
additions and betterments shall be subject to such changes as to details
or pipe size and location, or any other details of said plans not affecting
the service to be provided by the main general plans, as shall be authorized
by the City Council either prior to or during the actual course of construc-
tion.
Section ~. Said proposed local improvement district shall be
designated "Local Improvement District No. 2."
Section ~. The estimated cost of acquiring, constructing, and
installing the additions and betterments authorized in Section 2 hereof
is $10,000, and it is proposed that 100% of such cost will be borne by
assessments levied against property within the proposed local improvement
district and specially benefitted by said improvement.
Section 5- The nature of the improvements authorized in Section
2 hereof is such ~hat the special benefits conferred on the lots, tracts, and
parcels of land within the area described in Section 1 hereof are not in
all cases fairly reflected in the use of the zone and termini method of
computing assessments and therefore the assessments made against said lots,
tracts~ and parcels of land shall be made in accordance with the special
benefits such property will derive from said improvements.
Section 6. All persons who may desire to object to the formation
of the proposed local improvement district and the ordering of said improve-
ment are hereby notified. to file their written protests with the Clerk of
the City of Winslow at the City Hall, State Highway 305 and Winslow Way East,

Section 7. The Clerk of the City of Winsla~ is hereby directed
to give notice of said hearing by publication and by mailing of notice
thereof in the manner required by law.
