A RESOLUTION OF THE CITY OF WINSLOW ESTABLISHING A FAIR
PRACTICES POLICY REGARDING EQUAL EMPLOYMENT OPPORTUNITY.
WHEREAS it is the policy of the City of Winslow to promote
and afford equal treatment and service to all citizens and assure
equal employment opportunity based on ability and fitness to all
persons regardless of race, creed, color, national origin, sex,
physical handicap or age, and
WHEREAS This policy shall apply to every aspect of employ-
ment practices, employee treatment and public contract,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF WINSLOW,
WASHINGTON, RESOLVE AS FOLLOWS:
That the following guidelines are established and shall be the
governing policy for all departments of the City of Winslow:
Section 1. EMPLOYMENT. Recruiting, hiring and appointment
practices shall be conducted solely on the basis of ability and
fitness without regard to race, color, creed, national origin,
sex, physical handicap or age.
Section 2. PROMOTION. Promotion, downgrading, layoff, dis-
charge and interdepartmental transfer shall be dependent on in-
dividual performance and work force needs without regard to race,
color, creed, national origin, sex, physical handicap or age.
Section 3. TRAINING. All on-the-job training and city-
supported educational opportunities shall be administered without
discrimination to encourage the fullest development of individual
interests and aptitudes.
Section 4. COOPERATION WITH HUMAN RIGHTS ORGANIZATIONS. The
City shall cooperate to the fullest extent possible with govern-,
mental Organizations and commissions! concerned. with-fair practices
and equal oppurtunity emplo~ent.
Section 5. AFFIrmATIVE ACTION PROGRAM. To facilitate equit-
able representation within the city work force and assure equal
emploFnent opportunity of minorities and women in City Government,
an Affirmative Action. Program shall be initiated and maintained
by the City of Winslow as required by law. It shall be the
responsibility and duty of all City officials and department
heads to carry out the policies, guidelines and corrective mea-
sures as set forth by this program.
Section 6. CONTRACTORS' OBLIGATION. Contractors, subcontrac-
tors and suppliers conducting business with the City of Winslow
shall affirm and subscribe to the Fair Practices and Non-Dis-
crimination policies.
~ection 7. POSTING OF POLICY. Copies of this policy shall
be distributed to all City employees, shall appear in all oper-
ational documentations of the City, including bid calls, and
shall be prominently displayed in all City facilities.

WASHINGTON, And approved by the Mayor at a regular meeting
