A RESOLUTION AUTHORIZING A SURVEY OF THE POPULATION
OF THE CITY OF WINSLOW WATER SYSTEM AND OF HOUSING
TYPES WITHIN CITY LIMITS AND ESTABLISHING A POLICY
FOR THE ISSUANCE OF WATER CONNECTIONS IN CONJUNCTION
WITH BUILDING PERMITS AND AUTHORIZING THE ESTABLISH-
MENT OF A FORMULA TO BE APPLIED TO THE ISSUANCE OF
BUILDING PERMITS.
WHEREAS, the Comperhensive Plan of the City of Winslow establishes
a predominance of single family housing over multiple family housing
as a desireable goal:
WHEREAS, the current composition of the City of Winslow indicates
a predominance of single family housing over multiple family
housing:
WHEREAS, there is no accurate information available on the follow-
ing subjects: Number of individuals residing in each residential
unit connected to the City water system; Number of multiple family
residential units and single family residential units within City
limits.
NOW THEREFORE, Be it resolved by the Council of the City of Winslow
(1) That the issuance of a water connection be contingent on
completion of a building permit application and payment of
building permit application fees.
That a water connection may be issued to an existing residential
or commercial unit.
(2) That the City will conduct a survey to be completed by
February 28, 1979 to determine the following: The number of
individuals residing in each of the residential units connected
to the City water system; The number of multiple family re-
sidential units and the number of single family residential units
within City limits.
(3) That following the survey the Ad Hoc Water Committee meet to
review the data and ma~e recommendations.
(4) That following the survey the City council review the
recommendations made by the Ad Hoc Water Committee and then devise
a formula to assure that the ratio of single family residential
units compared with multiple family residential units within
City limits set forth as a goal in the Comprehensive Plan be
approached through the issuance of building permits with water
connections for the water from the Fletcher Bay well.
(5) That when a total number of water connections has been
issued equivalent to the number of water connections available
from the existing City wells plus the total available from the
PUD well, that there be no more than 41% multiple family re-
sidences within City limits.
(6) That the Ad Hoc Water Committee periodically review the
results of the formula established by the City Council to review
the effect of the formula and make recommendations to the City
Council.
