RESOLUTION NO. 79 - 02
A RESOLUTION OF THE CITY COUNCIL, CITY OF WINSLOW,
WASHINGTON, DELCARING THE INTENTION OF THE COUNCIL TO
ORDER THE FORMATION OF A LOCAL IMPROVEMENT DISTRICT
FOR THE CONSTRUCTION AND INSTALLATION OF STREET
IMPROVEMENTS CONSISTING OF BOTH CONSTRUCTING NEW
STREETS AND WIDENING AND RESURFACING EXISTING STREETS,
INSTALLATION OF SANITARY SEWERS, STORM SEWERS AND
APPURTAENANCES, CURBS, GUTTERS, GRAVEL WALKS AND
REQUIRED WATER MAIN RELOCATIONS IN AN AREA WITHIN THE
BOUNDARIES OF SAID PROPOSED LOCAL IMPROVEMENT
DISTRICT; SETTING FORT~ THE NATURE AND TERRITORIAL
EXTENT OF SUCH PROPOSED IMPROVEMENTS; DESIGNATING THE
NUMBER OF THE PROPOSED LOCAL IMPROVEMENT DISTRICT AS
LID NO. 6 AND DESCRIBING THE BOUNDARIES THEREOF;
STATING THE ESTIMATED COST AND EXPENSE OF SUCH
IMPROVEMENTS AND THE PROPORTIONATE AMOUNT THEREOF
WHICH WILL BE BORNE BY THE PROPERTY WITHIN THE
PROPOSED LOCAL IMPROVEMENT DISTRICT; AND FIXING THE
DATE, TIME AND PLACE FOR A PUBLIC HEARING ON THE
FORMATION OF THE PROPOSED LOCAL IMPROVEMENT DISTRICT.
WHEREAS, the City of Winslow ~s preparing to enter into
public works contracts within areas near and adjoining to the
proposed local improvement district which will involve
construct]on work similar to that proposed to be ~ncluded
within the local improveent district and the property owners of
the distr~ct desire to have installed at the same time the
improvements set forth ~n this Resolution; and
WHEREAS, the City has no fUndS budgeted for capital
improvements in this area and no funds available to budgeting
for the proposed improvements; an~
WHEREAS, 67.8% (by area) of the owners of property within
the area of the proposed local improvement district have
informally petitioned the City for the installat]on of the
proposed improvements and have indicated willingness to
participate in the payment of the cost thereof; an~
WHEREAS, it is deemed necessary, advisable, economically
feasable and in the best interest of the City an~ its
inhabitants that the construction and installation of the
proposed improvements be ordered and that a local improvement
district be created and assessments levied tberein in order to
pay the cost of construct]on and installation of the
improvements within the local improvement district;
NOW, THEREFORE, BE IT RESOLVED by the City Council City of
Winslow, Kitsap County, Washington, as follows:
Section 1. It is the intention of the City Council to
order the improvement of the area described in Exhibit 1
attached hereto which is located within the corporate limits of
the City of Winslow by the construction and installation of the
improvements described in Section 2 of this resolution.
Section 2. The nature and territorial extent of the
proposed improvement shall be the construction and installation
of approximately one 48" Manhole; adjust two existing Manholes;
approximately 550 lineal feet of 8" Sanitary Sewer;
approximately 360 l~neal feet of 6" SaD~.tary Sewer;
approximately 950 lineal feet of 12" Storm Sewer; one cleanout;
8 Catch BaSiDS; approximately 750 tons of Asphalt Concrete;
approximately 1180 cubic yards of Pit Run Gravel Base together
with approximately 400 cubic yards of crushed rock and required
clearing and grubbing; approximately 170 cubic yards of crushed
5/8" Walk Gravel; relocate approximately 900 lineal feet of 8"
Water Main; install approximately 2800 lineal feet of Concrete
Curbing; all of which is located within the city limits of the
City of Winslow.

TOGETHER WITH THE INSTALLTION OF MANHOLES, CATCHBASINS, CLEANOUTS,
SIDE SEWERS, AND APPURTENANCES THERETO BEING ONE CONTINUOUS UNIT OF
IMPROVEMENT.
It is hereby provide~ that improvements shall be subject to
such changes as to details not affecting the construction and
installation to be provided by the main general plans, as shall
be authorized by the City Council either prior to or during the
actual course of constructioD.
Section ~. Said proposed local ~mprovement district shall
be designated "Local Improvement District No. 6."
Section 4. The estimated cost of the construction and
installation of the improvements authorized in Section 2 of
this reo]ution ]s $170,000.00, an~ it is proposed that ]00% of
such cost w~]l be borne by assessments levied against property
within the proposed local improvement district and specially
benefited by such improvement.
Section 5. The nature of the improvements authorized in
Section 2 hereof ]s such that the special benefits conferred on
the land described in Section 1 of this resolution are not
fairly reflected in the use of the zone and termini method of
computing assessments and therefore, the assessments made
against the real property described in Section 1 of this
ordinance shall be made in accordance with the special benefits
such property will ~er]ve from said ~mprovements.
Section 6. All person who may desire to object to the
format]on of the proposed local improvement district and the
ordering of said improvements are hereby notified to file their
written protests with the Clerk of the City of Winslow at the
City Hall, State Highway 305 and Winslow Way East, Winslow,
Washington prior to 7:30 P.M., August 6, 1979, the time of a
Publ].c Hearing, which time and place are hereby fixed for the
hearing of all matters relating to the creation of said local

improvement district, the ordering of the proposed ~mprovements
and all objectons thereto.
Section 7. The Clerk of Winslow is hereby directed to give
notice of said hearing by publication and by mailing of notice
thereof in the manner required by law.

NOTICE OF PROPOSED IMPROVEMENTS AND HEARING THEREON
NOTICE TO PROPERTY OWNER:
NOTICE IS HEREBY GIVEN that the City of Winslow,
Washington, by Resolution No. 79 - 02 adopted July 2, 1.979,
declared its intention to improve an area within the corporate
limits of the City by the construction and i.nstall.ation of
street, sanitary sewer and storm sewer improvements and to
create a utility local improvement district to assess a part of
the cost and expense of the improvement against the property in
the district specially benefited thereby.
The total. cost of the improvement applicable to the
proposed district is estimated to be $170,000.00, all of which,
shall be borne by and assessed against properties specially
benefited by the improvement to be included in a untility local_
improvement district to be established embracing as near as may
be all property specially benefited by the improvement. The
present estimate of such assessments is approximately
$170,000.00.
A public hearing upon the proposed improvement will be held
before the City Council in the City Hall, Winslow, Washington,
August 6, 1979.
All persons desiring to object to the improvement and the
formation of the proposed utility local improvement district
are hereby notified to appear and present their objections at
that hearing. Written protests, signed by the owners of
properties to be assessed, may be filed with the City Council
on or before that date at the City Hall, 625 Winslow Way East,
Winslow, Washington, 98110. Protest should state the property
address, lot and block or other appropriate description.
Attached are shown the estimated benefits to and
assessments against the properties there listed, of which you
are shown on the rolls of the Kitsap County Treasurer to be the
owner.
