ORD 63-122 INSPECTION OF FIRE CAUSEORDINANCE NO. I ~ ~/
AN ORDINANCE relating to inspection and determination of
conditions which may reasonably be expected to cause fire; or which
may constitute a fire hazard; in order to protect, insofar as possible,
life and property from the hazards of fire and explosion from the
storage, handling and use of hazardous substances, materials and
devices, and from conditions hazardous to life or property in the use
or occupancy of buildings or premises.
Be it ordained by the Town Council of the Town of Winslow,
Washington, as follows:
Section [.
The Fire Marshal is hereby authorized and
directed to enforce this ordinance unless other-
wise expressly provided herein or by other
ordinance.
Section 2.
The provisions of this ordinance shah apply
equally to new and existing conditions; provided,
that those existing conditions which the Fire
iV[arshaL shah determine by rule or in writing do
not constitute an ~rnmediate hazard to life or
property may be continued.
Section 3.
The Fire Marshal shah investigate the cause of
every explosion or fire, and my enter any premises,
including dwellings, for such purpose, and may enter,
investigate and inspect any dwelling when he has
reasonable cause to believe that there exists therein
any conditions liable to cause fire; any fire hazard;
or any ha~-_mrd arising from the storag e, handling
and/or use of Hazardous substances, materials and
devices, or from any other condition which the Fire
Marshal has reasonable cause to believe is hazard-
ous to life or property in the use or occupancy of
any building or premises.
Section 4.
It shall be the duty of the Fire tV[arshal to inspect
and he may enter a11 buildings and premises, except
the interiors of dweI1ings, as often as :may be
necessary for the purpose of ascertaining and causing
to be corrected any conditions 1fable to cause fire,
and of any other condition constituting a fire hazard
or a danger to life or property therein,
Section 5.
Whenever the Fire 1Viarshal finds in any building or
upon any premises dangerous or hazardous condi-
tions or materials, he shaLL order such dangerous
conditions or materials to be removed or remedied

in such manner as may be specified as foLLows:
1. Dangerous or unLawfuL amounts of combustible
or explosive or otherwise hazardous materials;
Hazardous conditions arising from defective or
improperly installed equipment for handling or
using combustible or explosive or otherwise
hazardous materials;
Dangerous acc~rnutations of rubbish, waste-
paper, boxes, shavings or other highly
fi atomable mnteriats;
AccumuLations of dust or waste material in
air conditioning or ventilating systems, or of
grease in kitchen or other exhaust ducts;
Obstructions to or on fire escapes. stairs,
passageways, doors ~r windows LiabLe to inter-
fere with the operations of the Fire Department
or egress of occupants in case of fire;
Any building or other s~ructure which, for want
of repairs, Lack of s~ffictent fire esoapes or
other exit facilities, automatic or other fire
alarm apparatus or fire extinguishment equipment,
or by reason of age or de~apidated condition, or
from any other cause, creates a hazardous condi-
tion.
Section 6.
The service of orders for the correction of violations
of this ordinance shaLL be made upon the owner,
occupant or other person responsible for such condi-
tions, or any one of them, either by delivering a copy
thereof to such person or by delivering the same to
the person in apparent charge of the premises, or in
case no such person is found upon the premises, by
affixing a copy thereof in a conspicuous place on the
door to the entrance of said premises.
If buildings or other premises are owned by one
person and occupied by another under [ease, rental
agreement or otherwise, the orders issued in counec-
lion with the enforcement of this ordinance shall apply
to the occupant thereof.
