A RESOLUTION IDENTIFING PRIORITIES FOR THE
WINSLOW FERRY PEDESTRIAN CORRIDOR
WHEREAS, the Winslow City Council has received a study prepared
by Entranco Engineers titled the Winslow Ferry Pedestrian
Corridor; and
WHEREAS, the recommendations and findings of that study have
been reviewed and for implementations of the Ferry Pedestrian
Corridor priorities identified;
NOW, THEREFORE, be it resolved by the Council of the City of
Winslow that the following Winslow Ferry Pedestrian Corridor
plan for Phase I and Phase II priorities are endorsed with
Phase I priorities A through E not necessarily completed in
sequence:
PHASE I
a.
Improve the intersection configuration and signalling
at the intersection of Winslow Way and Highway 305 as
proposed by Entranco Engineers, (D. on first Dhase map).
b. Develop a sidewalk on the south side of Winslow Way
between Highway 305 and Bjune Dr.
c. Acquire land for walkway south of Arco station.
d. Implement the planned pedestrian bridge and trail to
the south side of the ferry terminal vehicle loading
zone. The bridge should begin at the southwest corner
of the terminal on a new deck along the west side of
the terminal. (B and C on first phase map).
It is imDortant that the bridge be included in the
first phase because the Terminal-to-City-Hall walk
does not solve the pedestrian crossing problem on
Olympic Drive E.
e. Pedestrian walk along the north and northeast property
line of Eagle Harbour Condo and the Trask property.

PHASE II
a.
Construct a ten-foot wide walkway beginning at
the northwest corner of the terminal, proceeding
along the Williamson/Griffiths property line between
the existing parking lots, continuing north-west
across the Griffiths and Harris property to the City
Hall, and terminating at the intersection of Winslow
Way and Highway 305. (A on the first phase map).
This walk is 1,025 feet long and would cross 725 feet
of private property. The plan displaces no parking
spaces and utilizes unused property for a major portion
of the walk. All existing private land uses are not
changed in this phase.
Terminal building remodelling and renovation that will
direct exiting pedestrians through the terminal to a
new deck walk on the west side of the terminal connecting
to the southbound pedestrian bridge and north to the
pedestrian walk.
A new collector access loop street from Winslow Way E.
serving the passenger ferry terminal. A portion of this
loop street is proposed on the Griffiths Droperty and a
portion on the state land currently leased by the City of
Winslow. This street would eliminate the traffic
congestion at the passenger terminal and improve traffic
flow from the area to Winslow Way E. and Ferncliff Ave.
(B on second phase map).
The new collector street should provide access to Harris'
and Griffith's (Diamond leased) property and allow parking
to be rearranged in a pattern as shown on 'the olan. This
pattern would increase parking efficiency, allowing for
40 additional stalls. The new loop access road is two
way, as are all the access routes to the parking.
A second walkway paralleling a portion of the access loop
street northwest of the terminal.
Sidewalks four feet wide along one side of the proposed
collector loop providing pedestrian access north to
Winslow Way East and Ferncliff Ave. (G on second phase map).

e. The existing one-way loop road northeast of the
terminal is to remain a one-way system serving
only busses, vanpools, taxis and parking customers
using the city parking lot.
There will be 225 lineal feet of additional loading
zone for passenger drop-off and pick-up, freeing the
existing loading zone for busses, vanpools and taxis.
f. Leasing or selling the air rights on the terminal for
a restaurant and destination tourist attraction in
order to finance terminal modifications.
g. Construction of a public plaza deck on air rights
over the northeast corner of the Williamson property,
maintaining private parking on grade below the plaza,
(F. on 2nd phase)
h. This plaza will provide a focus for passengers entering
and exiting the terminal, eliminating the present
congestion on the north side of the terminal.
i. Future private development over the remaining portions
of the Williamson property, which would include terminal-
related commercial and office facilities. This would
provide an integrated development enclosing and rein-
forcing the public plaza.
j. Future private development on all other private
properties in the corridor area, which will reinforce
the walkway environment and benefit from the pedestrian
exposure.
