RES 82-06 2000 TRANSPORTATION PLAN RESOLUTION NO. 82- 06 A RESOLUTION ENDORSING THE YEAR 2000 TRANSPORTATION PLAN FOR THE KITSAP SUBREGION WHEREAS, the Kitsap Subregional Council has conducted a study of transportation problems in the Kitsap Subregion, considering the expected growth of population and employment, the expected growth in travel and the needed highway and transit improvements to meet such travel needs; and WHEREAS, the recommendations and findings of that study are described in the Year 2000 Transportation Flan for the Kitsap Subregion, adopted in July, 1981, and amended in January, 1982, by the Kitsap Subregional Council; and WHEREAS, the Kitsap Subregional Council, in its action to amend the plan in January, 1982, recommended that each member jurisdiction of the Subregional Council review and endorse that plan as the count_vwide transportation planning framework for the jurisdictions in Kitsap County; NOW, THEREFORE BE IT RESOLVED that the City of Winslow endorses the Year 2000 Transportation Plan for the Kitsap Subregion; with the exception of the January 7, 1982 amendment endorsing the following 3 bridges or tubes: 1. Rich Passage - South Kitsap to Bainbridge Island 2. Port Orchard Channel - Bremerton to Bainbridge Island 3. Liberty Bay - Keyport to Lemolo FURTHER, the City of Winslow specifically finds the 3 bridges/ tubes concept unworkable from a financial and environmental standpoint. -1- Resolution No. 82 - 06 Page Two FURTHER, that the City of Winslow will use the plan's recommendations as a guide when preparing plans, programs, and projects, with the exception of the bridge/tube concept. FURTHER, that the City of Winslow will program, consistent with financial resources and local priorities, recommended improvements contained within the plan into its annual element and six-year program of the Transportation Improvement Program, and except as these pertain to the 3 bridges or tubes mentioned above. FURTHER, that any inconsistencies of the Year 2000 Tran- sportation Plan with the plans and policies of the City that may now exist or that may exist in the future will be resolved through the amendment process except those which pertain to the bridges/tubes concept.
