A RESOLUTION APPROVING THE 1983 CONTRACTUAL
AGREEMENT FOR FIRE SERVICES.
WHEREAS, the Council of the City of Winslow, Washington,
feel it is in the best interest of providing for the health,
safety, and welfare of the citizens of Winslow, Washington,
to enter into an agreement with the Kitsap County Fire
Protection District No. 2 for services; and
WHEREAS, the laws of the State of Washington allow such
agreements;
NOW, THEREFORE, be it resolved by the Council of the
City of Winslow, Washington, as follows:
The proposed Kitsap County Fire
Protection District No. 2 Con-
tract for 1983 is hereby approved;
a copy is attached.

FIRE PROTECTION AGREEMENT FOR 1983
The following agreement is hereby entered into between the
Kitsap County Fire Protection District #2, A Municipal
Corporation, herein referred to as the "District", and the
City of Winslow, herein referred to as the "City", a
Municipal Corporation, which Agreement is for the purpose
of "Providing Fire Protection and First Aid Emergency Service".
IT IS HEREBY AGREED AS FOLLOWS:
1. The District shall furnish protection and fire extinguishment
service and emergency first aid service to the City for a period
of one (1) year beginning at 12:01 AM, January 1, 1983 and
expiring at 12:00 midnight, December 31, 1983.
2. The City agrees to pay as consideration for the above services,
to the District, an amount equal to .753 mil of the assessed
valuation of the City, as determined by the Kitsap County Assessor
for the year 1981. Charge for the year 1983 will be $77,849.12
based on valuation of $103,385,290 as provided by the Kitsap
County Assessor. Payment to be semi-annual or quarterly.
3. As additional consideration for the above service the City
agrees to allow the District the use of it's fire hydrants
during the term of this Agreement, for the purpose of extinguishment
of all types of fires that may occur on Bainbridge Island and
further use of said hydrants and water for District fire drills
and practice drills, all of which shall be furnished, without
cost to the District: PROVIDED THAT where water consumption
for any drill or practice shall exceed 10,000 gallons during
any 24 hour period, the District shall notify the City Clerk,
prior to any such use, so that sufficient water may be made
available. The City reserves the right to restrict water con-
sumption, or use of certain hydrants for drill or practice
purposes when, in the opinion of the City, such use would be
detrimental to the municipal water system.
4. It shall be the duty of the District to diligently and
efficiently protect and save life and property, in and continguous
to burning buildings and to render first-aid emergency service
and to remove and take charge of such property, or person(s),
or any part thereof, when necessary, and authority is hereby
granted to the District and it's officers and employees, to
do all things needful to such ends, not inconsistent with the
Ordinances of the City, now in existence, or which may change
or hereafter be passed.
5. The District agrees to provide fire inspection services
to all commercial buildings located within the City limits
in compliance with the City ordinances therefore, at least
once during the term of this contract.
6. As soon as practical after any fire has occurred within
the City and after investigation has been made, the District
Fire Chief or his delegate will submit a report to the City
Engineer of his evaluation of the cause of said fire including
any recommendations for future fire prevention. In the event
any fire occurs under suspicious circumstances tending to
indicate the possible commission of a criminal act, the Fire
Chief will promptly so notify the City Police and Mayor of
his suspicions.
7. A. The City agrees to provide an up-to-date map of the
boundary limits of the City and after annexation of any additional
areas a revised map will be, as soon as possible, transmitted
to the District, in triplicate, showing the new City boundaries.
B. The City further agrees to provide the District with
two (2) copies of all City ordinances pertaining to Fire re-
gulations and to provide up-dated copies where changes in said
ordinances are made.
8. This contract will be automatically renewed under the same
terms and conditions above stated, unless prior to July 1 of
the current year, the District or the City notify the other
Party in writing of any proposed change in it's terms which
they wish to be made the following year.
