~ ORDI%.INCE relating to traffic and regulating the use of
public streets and highways of the Town of Winslow; providing for the
installation, regulation and control of the use of parking meters;
requiring the deposit of coins for the use of parking meters and
parking meter zones; defining parking meter zones; providing for the
disi~sition of revenues derived from parking meters; providing for the
enforcement thereof; defining offenses and providing penalties; and
declarir~ an emergency;
~E IT OPI~ID~D by the Town Council of the Tov~n of Winslow,
Washington, as follows:
Section l: The Town Engineer is hereby authorized and directed
to establish parking meter zones and the time limits for parking therein;
and to cause the installation, maintenance and operation of parking meters
within that area commonly known as the Winslow Ferry Terminal Parking Lot.
Section 2: When any vehicle shall be parked in any space along
the side of~ in front of, or next to which there is located a parking meter,
the ovmer~ operator, manager or driver of said vehicle shall immediately
deposit the required coin or coins of the United States in said parking
meter.
Section 3: In the event said vehicle shall remain parked beyond
the established parking limit for any such parking space, said vehicle shall
be considered parked overtime in violation of this ordinance; except~'~days
and hours as may be established by the To~m Council of Winslowi~xcept as
othen, dse indicated cn such parldng meters.
Section 4: The Town Engineer shall cause to be placed lines or
marks on the curb or street designating the area coveredby each parking
meter. It shall be unlav~ul to park any vehicle across such lines or marks,
or to park a~V ~ehicle so that the same shall ~t be ~dthin the area so
designated by such lines or marks.
Section 5: It shall be unlav~Tul to deposit or cause to be deposited
in any parking meter any slug, device or substitute for a coin of the United
States; it shall !ik~,~ise be unlawful to deface, injures tamper with or will-
fullybreak, destroy or damage any parking meter.
Section 6: Coins required to be deposited in the parking meters
are hereby levied to cover the cost of inspection, regulation, and maintenance
involved in traffic control; and the Tovm Treasurer shall from time to time
collect and deposit the 'same in the General Fmnd,
Section 7: Every person in whose name a vehicle is registered or
licensed shallbe responsible for all parking offenses under this ordinance.
Section 8: Any person violating the provisions of this ordinance or any
portion hereof shall, upon comdction thereof, be fined not less than Five
Dollars ($~.00)~ or imprisoned not less than One (1) day, or both fined and
imprisoned.
Section 9: This ordinance is deemed necessary for the imediate
preservation of the public safety and health, and shall therefore take effect
imnediatelyupon its passage.
Section lO: That a]]. ordinances or parts of ordinances in conflict
her~vith are hereby repealed.
