RES 84-12 PERSONNEL HANDBOOKMAE:jt 3/5/84 RESOLUTION NO. 84.-12 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WINSLOW, WASHINGTON, REVISING THE CITY'S PERSONNEL HANDBOOK. WHEREAS, the City's current personnel handbook was adopted by the Winslow City Council by Resolution No. 83-18, passed on December 15, 1983, and WHEREAS, after further review and refinement numerous revisions to the various provisions of the personnel handbook are required in the best interest of the City of Winslow, and WHEREAS, the City Council intends to replace the existing personnel handbook by this adoption of the newly revised personnel handbook, now, therefore, THE CITY COUNCIL OF THE CITY OF WINSLOW, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. The personnel handbook for the City of Winslow, as most recently revised and as attached to this resolution and incorporated herein is hereby adopted as the personnel policy for this City. Section 2. The personnel handbook adopted by Resolution No. 83-18, passed by the City Council on December 15, 1983, is hereby replaced in its entirety by the personnel handbook adopted above. Included: Dealing with the-public, working on City property, working in City facilities, working with City equipment, police officers' court appearances, responding to emergency calls (only the time spent on making the call), driving time for attending conferences or meetings in other cities. Two fifteen minute work breaks as determined by the department head. Not Include~: Time spent in City or personal vehicle driving to or from work daily. "Standing by" or "on call" time where the employee can follow his own pursuits, meal breaks (Each employee has at least 38 minute work breaks during each 8 hour work day at a time set by the department head.) WORK WEEK The work week and work schedule are specified in the employee's job description or are assigned by the employee's department head. The following work weeks may be assigned to full time employees: 40 hours/week; SHift werk ~e~ met{ ~an ~eurs/weck. The work week begins just after midnight Saturday morning and ends at midnight the following Friday night. Must complete probationary period to be entitled to use annual leave benefits. However, once transitioned to regular employee status, this leave will accrue from date of hire. All other benefits approved by the City Council apply. Shall receive all benefits approved by the City Council; provided that where a benefit is specifically covered by the Civil Service Ordinance or Rules as now or hereafter amended, the specific section of that Ordinance shall control. Shall be treated as all other employees except as specifi- cally provided for by Federal or State regulations governing the funding program. $ Annual leave shall be earned' at the following rates by full time employees: 0-4 years of service: 5-9 years of service: 10-14 years of service: 15-20 years of service: 20- or more years: 10 days/year (6.75 hrs/month) 12 days/year (8 hrs/month) 15 days/year (10 hrs/month) 20 days/year (13.50hrs/month) 15 hours/month Employees must use annual leave accrued each calendar year.
