A RESOLUTION OF THE CITY OF WINSLOW SETTI~]G FORTH
REASONS FOR POSSIBLY SUBMITTING BALLOT ISSUE TO
THE VOTERS OF THE CITY OF WINSLOW FOR A BOND ISSUE
TO RAISE FUNDS TO PURCHASE CERTAIN PROPERTIES IN
THE RAVINE.
WtIEP~AS, on May 17, 1984 the Winslow City Council authorized
a real estate appraisal of the following tax lots in the ravine,
and,

~{EREAS, the one possible outcome of that action would be
the placement of an issue on the primary or general election to
see if the voters of the City would support a bond issue to provide
funds to purchase tax lots for public use; and
~HEREAS, the City Council wishes to make clear its reasons
for considering the above actions; now therefore
The City Council of the City of Winslow resolves as follows:
1) The Council has heard testimony from individuals
who feel that the City should purchase part of the
ravine or all of the ravine for public use, either
passive or active.
2) The property in question has monetary value to the
property owner;
3) The ravine may have aesthetic, recreational or other
value to the residents of the City.
4) If the Community wishes to have the ravine for these
types of uses, it will be necessary to ourchase the
land from its present owners.
5) If the Community does not wish to purchase the ravine,
the property owners (current or future) may use their
land in such ways as conform to the City's Zoning,
Shorelines, Uniform Building Code and other regulations.
6) C~e~-ay to assess the Community's interest in purchasing
the ravine to hold for public use is through placement

of a bond issue on the ballot. The voters of the
City would then have the opportunity to raise their
property taxes to provide enough money to purchase
and/or develop the ravine for public uses.
Until and unless such an issue is decided by the
voters, the Council has no way of knowing whether
the City residents want to have the ravine for
public use or whether, the ravine should be left
in private ownership for essentially private use.
Approved this 21st , day of June , 1984,
at the regular Council Meeting by the Council of the City
of Winslow, Washington, by vote of the following Council-
members:
