ORD 63-128 PARKING VIOLATIONSTOW]~ OF V[!USLOW, WkSH.-r--,tOTON Oi~.,DI.},~},!CE NO. 128 AN ORDIi~NCE relating to penalties to be ironposed for parking violations vrlthin the Torn% of ";~lins!ow and declaring that ~n emergency exists dut to increased %raffio and congestion in the To~,~_ of l~inslow ~f;Zoh creates a hazard to ~ife and property and that to reduce said hazard it is necessary to regulate the parking of vel"ieles ~ithin the Town of Winslow and provide penalties for the violation of such regulations or ordinances, and that this ordinance implements the enforcement of Ordinance No. 12~, passed on the 16th day of April 1963, and Or{~j~nance No. 127, passed on t.~e 18th day of J~ne 1963. BE IT O.~{DAINED by the To~.'~ Council of ~2qe Town of Winslow, V.[ashington, as follov,~s: SECTION 1: Section 8 of Ordinance No. 12~, passed the 16th day of April 1963, and all other orc~inances or parts of ordinances inconsistent with the provisions of this ordinance are hereby repealed %o the extent of such inconsistency, as respects parking violations only. ~CTION 2: As used in this ordinance PARKED OVERT2,~ shall mean the allowing of a vehicle to remain parkcd, in an area in ~hich parking is peznit%ed, belond ~e es%abiishcd parking limit for any such parking space or street. SCTION 3: ~s used in this ordinance ~IPROPER PtRKIKD shall mean the parking of a vehicle, in an area or space ~fnere parking is permitted, in such a manner as to obstruct the passage of other vehicles or pedestrians, or ~e parking of a vehicle in an area where parking spaces are designated by lines or n~rks in such a manner that said vehicle is across any such line or F~rk or is not within the area so designated by such lines or markings. SECTION 4: As used in this ordinance IIIEGAL BL~KING shallmean the par]¢iz~ of any vehicle in an area or along a street where no parking at any time is per~dtted. SECTION 5: It shall be unlav~ul for any person to permit or allow a vehicle to be parked overtime or improperly, as defined herein, or under the proudsigns of Ordinance No. 12~, passed on the 16th day of April 1963, and Ordinance ~jn. 127, passed on Wae 18th day of June 1963, and upon conviction of such an offense such person shall be fined not more than five dollars ($%.00) for each offense, PROV~ED, that if said fine is paid to the Town of Winslow wlthin forty eight (hS) hours after issuance of a citation therefor, the maxhum fine shall be one dollar ($1.00). A fine shall be considered paid ~.57.~_ within forty eight (hS) hours if, vdthin that time, said fine is either (1) delivered to the Clerk/Tress~lrer, (2) placed in the United States ~l~ail, with proper pos±zge affixed and addressed to the To~m of Winslow, PO Box ~2, Winslow, Washington, (3) deposited in a proper collection box provided for such 2m~pose ~!' the Tovm of Winslow. SECTION 6: It shall be unlawful for any person to park a vehicle illegally, as defined herein, and upon conviction of such an offense shall be fined not less thah five dollars ($~.00) nor more than twenty-five dollars ~2~.00) for each such offense. Ordnance #1~ SECTION 7: Every person in whose name a vehicle is registered or licensed shall be responsible for all parking offenses under this ordinance. SECTION 8: This ordinance is deemed necessary for the immediate preservation of the public safety and health, and shall therefore take effect immediately upon its passage and publication. ~CTION 9: ALl other ordinances or parts of ordinances in conflict herewith as regards parking of vehicles~j! are hereby repealed.
