A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE
CITY OF WINSLOW AND BUD AND MOLLIE LUNDGREN AS TO
THE MADISON AVENUE U.A.B. PROJECT, FOR PARALLEL, MOTOR
VEHICLE PARKING SPACES ALONG THE EAST SIDE OF MADISON
AVENUE, IN FRONT OF THE OWNERS' PREMISES KNOWN AS
LUNDGREN STATION.
WHEREAS, the City Council of the City of Winslow, Washington,
has determined to redesign the Madison Avenue U.A.B. project;
and
WHEREAS, the City Council of the City of Winslow, Washington,
feels it is in the best interest of providing for the health,
safety, and welfare of the citizens of Winslow to provide
parking spaces for short-term, public use by members of the
public along the east side of Madison Avenue, in front of the
owners' premises known as Lundgren Station as indicated by
signs to be erected; and
WHEREAS, the laws of the State of Washington allow such
agreements;
NOW, THEREFORE, be it resolved by the Council of the City of
Winslow, Washington, as follows:
The proposed agreement (Exhibit A attached hereto and
dated January 8, 1987) with Bud and Mollie Lundgren
is hereby approved.
PASSED BY THE COUNCIL of the City of Winslow, Washington,

Agreement Between City and Lundgrens As to Madison Ave UAB Project
This agreement made this ~day of January, 1987 between
the City of Winslow (hereafter the "City") and Bud and Mollie
Lundgren (hereafter the "Owners"), also called the "parties"
Witnesseth:
In consideration of the mutual promises and covenants
exchanged between the parties, the parties agree as follows:
As to the City
1. The City shall design and construct at its own
expense all improvements, including the sidewalks and bike-
ways abutting the property of the owners, as required by the
final project design of the Madison Avenue UAB-LID Project,

t~!~<.> ~_ 2. Upon com letion of the LID, the City shall provide
mcnts along the east side of Madison Avenue, in front of the
owners' premises known as Lundgren Station, possibly up to thrcc.
3. The purpose of such parking spaces shall be for
short-term, public use by members of the public, as indicated
by signs to be erected, and "short-term" shall mean 15 to 30
minutes, or as otherwise mutually agreed by the parties.
As to the Owners
1. The owners shall dedicate to public parking and public
use the required portion of their property of approximately five
in depth and shall provide the City with all the necessary
easements both temporary and permanent, over their property and
otherwise, during the construction and thereafter, as it may
require to undertake and maintain the improvements contemplated

in the Madison Avenue LID as finally approved and implemented
and so that the City shall full authority over same.
2. Such easements shall be revocable at owners' option,
but provided first that owners shall pay at their own expense
for the relocation of such improvements in accordance with City
specifications. Any other improvements and payments owners have
promised in connection with Lundgren Station Project shall remain
the same.
3. The Owners shall not protest the formation of the
Madison Avenue LID and shall otherwise participate and pay
$50 a lineal foot based on their front footage of 115 feet on
Madison Avenue only.
The rights under this agreement shall not be assi nable
without the express written consent of the City~. ~~~
