RES 87-09 PARK AND RIDE LOTSRESOLUTION NO. 87-09 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WINSLOW, WASHINGTON, ESTABLISHING A POLICY CONCERNING PROMOTION OF PARK AND RIDE LOTS AND BUS SHUTTLE SERVICE FOR COMMUTERS USING THE WINSLOW FERRY TERMINAL WHEREAS, the City Council recognizes its responsibility to provide for the public health, safety, and general welfare of its citizens; and WHEREAS, the Council also recognizes the unique circumstance of Winslow as a major ferry terminus; and WHEREAS, the City's adopted Strategic Plan contains a "Vision for the Future" that includes: - public transportation and park-and-ride lots; improved traffic flow and convenient, relatively unobtrusive parking near the ferry terminal; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WINSLOW, WASHINGTON, HEREBY RESOLVES THAT IT IS THE POLICY OF THE COUNCIL AND THE CITY THAT: 1. The City should continue to operate the State-owned commuter parking lot adjacent to the Winslow Ferry Terminal. Operation by the City will enable the City to effectively influence parking rates and other parking measures that encourage carpooling and the use of public transportation systems and transportation benefits serving the Ferry Terminal, and will serve to mitigate the potential public health, safety and welfare harm associated with increased traffic and parking congestion around the Terminal; and 2. The City should continue to work closely with the Ferry System and the Highway System of the Washington State Department of Transportation, Kitsap County, Kitsap Transit, and other individuals, organizations and governments to encourage the use of carpools, park-and-ride lots, and other public transportation systems and benefits serving the Ferry System commuters; and 3. The City considers the use of carpools and public transportation systems to be beneficial to the City of Winslow and in keeping with the City Strategic Plan. RESOLVED THIS 5th DAY OF MARCH , 1987.
