DE I~ ORDA!NED by the Town Council of the T~,:m of Uinslow,
Uashington, as follows:
Section 1 Definitions.. T~e following word~ or phrascs
whenever used inkthis ordinance shall have -4he meaning ascribed
to them in this section unless, where used, the context shall
clearly indicat~ to ~he contrar3~'
'~,Vay" - a public or private thor ~tt[ ~.fare dedicated or
improved fo~ general travel and as a means oJ ~ri~ry access to
the front of residential, business or other property and, except
for occasional sinuosities, running in a generally east--west
direction.
"Avenue" - A public or private thoroughfare dedicated or
improved for general travel and as a means of primary access to
the front of residential, business or o~er property and, except
for occasional sinuositiee, running in ~b g.~I~rally north-south
direction.
"Alley" - A public or private way 20 feet or less in
width not designed or improved for general travel and used as a
means of secondary access or to the rear of residential, business
or other property.
'~8oulevard" - or "Drive" or "Lane" - a public ray ded-
icated or improved for general travel ~nd as a primary means of
access to the front oi p~operty, eith.r as a ~orou~hlare or cul-
de-sac, having such sinuosities as not ~o fit into the regular
street or avenue pattern, or a divided or other ornamental way
~thin or adjacent t~ a park, scenic or ].andscaFed e~e~ and not
being a portion or extension of a named st~'eet or avenue.
"Place" - Same as y or "Ave~.~,~ but lying between and
,,l~a .
parallel to streets or avenues as an extra nighway to the grid
system of 16 streets ~to a-mtL~; or a public or private v~y other
than an alley, bo~levard, 8rive, or lane, which does not fit into
the ?ixed ~t~et~and avenue pa~tern by ~rtue of r~iug at an
acute an[~te to streets or a~nues.
"Designat .ng Official'~ - The Town Engineer or other
To~m administrative emplQyees ordered by the Mayor to perform
the ~ties of the "Designating Ofiicial" as heroin prescribed.
Section ~. The Designating Official shall assign numbers
to all public or pri~te ways, now existing or hereafter. Pro-
vided that no name or number shall be assigned 'to a private road
or way unless the same shall be servient to one or more properties
other than the tract of which it is a p~rtion and unless an ease-
ment appurtenant has been granted by recorded deed.
Section 3. The DesiE~mting C.'ficial shall assi.qn a number
to such streets, avenues or places by %pplic~tion of the follow-
ing principles:
(a) All Ways~ Avenues, (or Places) shall be iosignated
by names, ~ssi]~ed at intervals of ~ne-si~:~= ~nth of s n!i~ke irom
the base or neridian lines heroin es ~-~blishec~.
~-~) (b) The base line for Way tames shall be ¥~inslow Way
and shall bear the suffix "E" (east) on the ~:ast side of ~.'.adison
Ave. and the suffix ,nji,, (west) on the west side of Madison Ave.
(c) Ways anu Pla~es running generally east-west, ~orth
of Uinslow Way shall bear the suffix "ME" (n~rtheast) on the east
side of ! ~dison Ave. and "~77t' (northzest) on the v,~est side of Nad-
ison Ave.
(d) I. aye and Places running generally east-west, south
of !finslow Vtay shall bear the suffix "$E" (south~a~) on the east
side of ]'.'adison ~ve., and "~7J" (soathwest) on the wes~ side of
Madison Ave.
(e) ~he meridian line for Avenues and Places, running
generally north-south shall be i adison Ave. a~d shall bear the
suffi. "N" (north) on the north side of ¥Iinslow ~iay and the suffix
"S! (s~uth) on the ~outh side of Uinslow ',7~y~
(f) Avenues and Places running qenerally north-south,
north of Vfinslow Way shall bear the suffix "ME" (northeast) on the
east side of I~ladison Ave. axed "~'~" (northwest) on the west side of
i~sclison Ave.
( (g) Avenues and ~laces ~unning generally north-south,
south of ~,~inslow Way shall bear the suff~ "SE" (southeast) on the
east ~ide of kadison lye. and the su~f.'j~. %!V" (southwest) on the
west side of IRdison Ave.
(h) Block or grid numbering pattern shall be as follows:
~. Beginning at the east-west base line of V[inslow
¥fay (the zero point), all blocks or grids shall
be numbered from I (one) with consecutively in-
creasinE numb~rs both to the north and to the
south.
2. Like~rise, beginning at l,he north-south base
line of [7adison -~ve, ~,~he z~ro point) all blocks
or grids shall be nun~ ered from l(onel with con-
secutively increasing numbers both to the east
and to the west.
Section h. Boulevards, drives ~nd ~mys, whenever feasible,
shall be designated with suffixes to confc,rm to the provisions of
Section 3 applicable to ways, places and aven~es. When the boul-
evards, drives o? ways are running in a predominantly east-west
direction, the applicable suffixes will apply, aand when the direction
of such boulevards, drives or ~ys are i~edominantly ~orth-south,
the applicable suffix v~ill apply.
Section ~. =~tensions of existing boulevards, drives or
lane shall bear tDe name of the existing Doulevard, drive or lane
unless such extension is ~pproximately straight and will fit into
the system for designation of a way or avenue in ~ich case the
Designating Officia?. shall designate such extension as a way or
avenue unless the To~m Council, by ordinance shall direct the
extension to bear the name of the prior e~isting way.
Section 6. '~ew boulevards, dri~s or ways shall be named or
designated by ordinance of the Town Council after reconunendation
by interested persons, c~a~.~nityErcups, Planning C~_immission, or
the Designating Official.
Secbion 7. All existing and named streets, avenues, places,
boulevard~, drives or ~sys ~hall continue to bear the d'~signation
heretofc-c ex~ s+ing u~.ess changed by reso]rbion or er~.!nance of
the To~x~ ~o'~ncll after the Council ~s det~ ined thab t~e prior
designation does not c reform to the official street designating
ordinance and that the public convenience and welfare vdll be
served by such dhange in designation~
Section 8. The Designating Official shall issue house or
p~cmise numbers to each new residence or other structure requiring
a n~ans of separat~ and si~l~le identification at the time
of issuing a building permit therefor, S:mch numbers shall
be issue lot ~reexisting building or premise upon the re-
q~e~t of the o~ne~. or legal occupant where no such desig-
n~.t.ir~g number has been issued, or where the issued number
conflicts with the n~mberin~ system created by this o~d-
induce, aLd publ~ co:~venie,~'~e and '~elfare would be ~,: ,-
moted by su,'h tenumbering.
Section 9. The mmbers assigned by tl-~e Designating
Offici~,l shall bj determined by ~pplication o~ the follow-
f ng ru~e s:
(a) House or ~remise ~.umbers s ,~-be determined
by adding ~o digits to the block number in ~ich such house
or premise is located. The block numbe~ shah be cbtained
from Ways and AvenuSs only, ~nd no consideration or change
in block numbers shall be ma~e by the intersection of a Place.
(b) Consecutive numbers shah be assigned on Ways
or Places running east-we~~. for each 22 foot interval com-
mencing from the nearest avenue intersection with the num-
bers ~oginning at the end of the block ~.~. ~t the meri~i~m.
(c) Consecutive n~mbers shall b~ assigned on
avenues or places running nor~h-south~ fo~? ~ch 22 foot interval
from the nearest Way intersection with the ~umb~s beginning
at the end of the block nearest the base line.
(d) The houses or premises located on the south-
and/or west side of such streets, avenues, places or ~ays
shall receive odd numbers and the ~remises or houses on
the north~md/or eas ~ side of such ways shall receive even
numbers.
Section 10. (a) ~umeral~! Lnd~c~Ating the official
number of each bY~lding or each front entrance to such
building shall be cor~spicuously placed ~m~ediately ~ov~,
on, or at the side of the proper door so th~.t the

and upon convictio~ therefor shall be fined. not more than $25-00
Section 12. This Ordinance shall be known as the
"Official ~treet and House Designating Ordinance" l
