RES 87-18 CONDUCT OF COMMITTEES COMMISSIONS AND BOARDSRESOLUTION NO. 87-18
A RESOLUTION OF THE CITY OF WINSLOW SETTING
FORTH POLICIES REGARDING THE ESTABLISHMENT
AND CONDUCT OF COMMITTEES, COMMISSIONS AND
BOARDS.
WHEREAS, from time to time the City Council and the Mayor
may appoint committees, commissions and or boards to assist them; and
WHEREAS, it is in the best interest of the City to define
for the committee, commission or board a purpose and a measureable
goal(s); and
WHEREAS, it is in the best interest of the City to establish
clearly the requirements for meetings and communication; now therefore
THE CITY COUNCIL OF THE CITY OF WINSLOW RESOLVES AS FOLLOWS:
1. Members of committees may be appointed by
the Mayor and may be removed by the Mayor
without cause.
2. Members of a commission or board shall be
appointed by the Mayor and confirmed by the
City Council and may be removed without
cause by the City Council.
3.Committees, commissions and boards shall
be provided with a clear written statement
of purpose and a list of measureable goals, and
Committees, commissions and boards shall be
accountable to meet these goals as determined
by the Mayor. The terms of the committee,
commission or board members will end once the
goal(s) is accomplished as determined by the
Mayor.
4. In some cases the City Council or Mayor may
establish deadlines for completion of the
goal(s). In such cases, the members' terms
shall end when the goal(s) is accomplished or
at the deadline, whichever comes sooner.
5. Each committee, commission and board shall have
a chair and a secretary at all times.

6. Each committee, commission and board shall have
a regularly scheduled meeting time and date. When
a meeting at another public place is necessary for
a specific reason, in such a case, a notice of the
time, date and location shall be posted at City Hall
at least 24 hours prior to the meeting.
7. An agenda for each meeting shall be filed with the
City Clerk in advance of the meeting. Approved
minutes of each meeting shall be submitted to the
City Clerk within one week of approval by the members.
8. The committee, commission or board will report to the
Mayor no less than every 2 months with a progress
report.
9. None of the above shall apply to the Planning Agency
or Civil Service Commission.
