RESOLUTION NO. 88-05
A RESOLUTION TO ADOPT A CITY OF WINSLOW APPEARANCE
OF FAIRNESS AND CONFLICT OF INTEREST POLICY AS TO
CITY PLANNING AGENCY MEMBERS APPEARING ON BEHALF
OF APPLICANTS FOR LAND USE MATTERS.
WHEREAS, the City Council of the City of Winslow has
determined it to be in the public interest to adopt a clearer
policy for its land use applicants; and
WHEREASr the City Council wishes to adopt a policy to
provide for such changes; and'
WHEREAS, the local and the state laws permit the adoption
of such a policy; now therefore
BE IT RESOLVED by the council of the City of Winslow,
Washington as follows:
(1)
If a member of the Planning Agency desires to
act as an advocate, agent or representative of
a land use applicant for a pending land use
application, the member shall resign his or her
position on the Planning Agency as such conduct
shall represent a conflict of interest and a
violation of the Appearance of Fairness Doctrine.
(2)
A member of the Planning Agency may continue to
serve but shall be disqualified from participating
on a pending land use application if he or she or
his or her employer is entitled to receive anything
of value from the land use applicant for the land
use matter that is before the agency.
