RES 88-08 IMPROVEMENT OF PROPERTY VIA LID ON MADISON AVE AND ERICKSEN AVERESOLUTION NO. 88-08
A RESOLUTION of the City Council of the City of
Winslow, Washington, declaring its intention to order
the improvement of property in the vicinity of
Winslow Way between Madison Avenue and Ericksen
Avenue by the development and construction of a
parking lot for approximately 100 automobiles, a road
and sidewalks to provide access to the parking lot, a
pedestrian access, public restroom facilities, and
related work necessary to make a complete improvement
in accordance with City standards and to create a
local improvement district to assess a part of the
cost and expense of carrying out such improvements
against the properties specially benefited thereby;
notifying all persons who wish to be heard with
respect to the improvements to appear at a meeting of
the City Council to be held on the 13th day of
April, 1988; and repealing Resolutions Nos. 87-34 and
88-03 and 88-04.
WHEREAS: a petition has been filed with the City Clerk-
Treasurer for the creation of a local improvement district to
make certain improvements and after due consideration the
City Council has determined instead to proceed by that
resolution method of forming such a local district, NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
WINSLOW, WASHINGTON, AS FOLLOWS:
Section 1. It is the intention of the City Council of
the City of Winslow, Washington, to order the improvement of
the properties within the area described in Attachment A,
attached hereto and by this reference made a part hereof, by
the development and construction of a parking lot for
approximately 100 automobiles in the area north of Winslow
Way between Madison Avenue and Ericksen Avenue on property
known as Tract B of the Alderman property, a road and
sidewalks to provide access to the parking lot from Madison
Avenue and Ericksen Avenue, a pedestrian access directly
south from the parking lot to Winslow Way, public restroom
facilities, and related work necessary to make a complete
improvement in accordance with City standards.
Section 2. The total estimated cost and expense of the
improvements i~ declared to be $795,000, and approximately
$371,000, of such cost and expense shall be paid by the City
and the balance thereof shall be borne by and assessed
against the property specially benefited by such improvements
to be included in a local improvement district to be
established embracing as nearly as practicable all the
property specially benefited by the improvements.
Section 3. All persons who may wish to be heard with
respect to the improvements described herein are notified to
appear at City Hall, 625 Winslow Way East, in the City of
Winslow, Washington, at a meeting of the City Council on the
13th day of April, 1988, at the hour of 7:00 p.m., which
time and place are fixed for hearing all matters relating to
the proposed improvements and all objections thereto and for
determining the method of payment for those improvements. All
persons who may wish to be heard with respect thereto should
appear and present their objections at such hearing. Any
person who may desire to file a written protest with the City
Council may do so within thirty days after the date of
passage of the ordinace ordering the improvement in the event
the local improvement district is formed. Such written
protest should be signed by the property owner and should
include the legal description of the property for which the
protest is filed and such protest should be delivered to the
City Clerk-Treasurer.
Section 4. The engineer of the City is directed to
submit to the City Council at or prior to the date of the
hearing a comprehensive plan covering the improvements
described in the resolution, the estimated cost and expense
of the improvements described in this resolution and a
statement of the aggregate actual valuation of the
improvements thereon within the proposed improvement
district, according to the valuation last placed upon it for
general taxation, together with a diagram or print showing
thereon the lots, tracts or parcels of land or other property
which shall be specifically benefited thereby, and the
estimated amount of the cost and expense of such lot, tract,
parcel of land or other property.
