RES 88-18 USE OF PUBLIC BUILDINGS FOR NON PUBLIC USERESOLUTION NO. 88-18
A REVISED RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WINSLOW, WASHINGTON, PROVIDING FOR THE USE
OF PUBLIC BUILDINGS AND PUBLIC FACILITIES FOR NON-
PUBLIC USES.
WHEREAS, applications are submitted to the City by various
non-public users from time to time for the use of public
buildings and facilities, and
WHEREAS, the Winslow City Council has determined that due
to their nature, such uses on a case by case basis are warranted
and previous resolutions 70-1 and 87-30 on this subject are
herewith supplemented, and
WHEREAS, the Winslow City Council considers such uses to
be in the public interest under certain circumstances,
THE MAYOR AND CITY COUNCIL OF THE CITY OF WINSLOW, WASHINGTON,
HEREBY RESOLVE AS FOLLOWS:
Section 1. Non-public use of public buildings and public
facilities shall be permitted for non-partisan, not-for-profit
users, provided same do not conflict with their public use.
Section 2. (a) Non-public use of public buildings and public
facilities shall be permitted at a rate of $10 per hour for
profit-making users, provided same do not conflict with their
public use, are approved in advance by city council on a case-by-
case basis, and provide for adequate protection to the city from
any liability arising from such use.
(b) Community and civic groups shall be permitted
to use the city's public buildings and public facilities when
approved in advance by the Mayor, at no charge.
(c) Private groups and individuals shall be
permitted to use the city's public buildings and public facilities
for ceremonial purposes when approved in advance by the Mayor,
at a rate of $10 per hour.
