RES 89-04 RECYCLINGRESOLUTION NO. 89-04
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WINSLOW, WASHINGTON, ENCOURAGING THE USE OF
RECYCLING AS A MEANS OF REDUCING SOLID WASTE
BURDENS ON PUBLIC AND PRIVATE RESOURCES
WHEREAS, it has come to the attention of the City that recy-
cling of materials is an important means of reducing solid waste
burdens on public and private resources, and
WHEREAS, the Winslow City Council wishes to encourage its
use, and
WHEREAS, the Winslow City Council considers recycling be in
the public interest,
THE MAYOR AND CITY COUNCIL OF THE CITY OF WINSLOW,
WASHINGTON, HEREBY RESOLVE AS FOLLOWS:
1. The City of Winslow encourages its citizens to recycle
as a means of reducing the volume of solid waste going into
landfills, and as a means of reducing the amount of new resources
being consumed in the manufacture of packaging materials.
2. The City of Winslow calls upon the Kitsap County Com-
missioners to quickly establish recycling centers in convenient
locations throughout the county, and to work with garbage haulers
to implement curbside pick-up wherever possible.
3. The City of Winslow recognizes that its citizens, and
indeed those of Bainbridge Island as a whole stand to suffer a
large increase in the cost of their garbage disposal as a result
of the Hansville landfill closure and that vigorous measures are
required to reduce the amount of solid waste that is transported
to distant landfills.
4. It shall be the future policy of the City of Winslow to
favor establishment of a suitable and convenient location within
the city, perhaps on city land, on which a recycling facility can
be placed, and where citizens can bring materials for recycling.
5. The City of Winslow will aid in this effort by en-
couraging where practicable all its departments to separate their
trash into paper, computer paper, aluminum and glass, and by
directing the Public Works department to periodically transport
the city's collected recyclables to available transfer stations
until such time as a recycling facility is available for con-
venient use inside Winslow.
