RES 89-56 UNIFIED DRUG ENFORCEMENT EFFORT WITHIN KITSAP COUNTY11-30-89 RESOLUTION NO. 89-56 A RESOLUTION APPROVING AN iNTERLOCAL AGREM4ENT BETWEEN THE CITY OF WINSLOW, CITY OF POULSBO, CITY OF PORT ORCHARD, AND THE CITY OF BREMERTON TO ORGANIZE A UNIFIED DRUG ENFORCEMENT EFFORT WITHIN KITSAP COUNTY. WHEREAS, the Police Departments of the four (4) cities comprising Kitsap County recognize that it is in the best interest of the citizens of their respective jurisdictions to have a unified drug enforcement effort; and WHEREAS, the City Council of the City of Winslow, Washington, feels it is in the best interest of the health, safety, and welfare of the citizens of Winslow to enter into an Interlocal Agreement to organize a unified drug enforcement effort in Kitsap County; and WHEREAS, RCW 39.34 permits such agreements; NOW, THEREFORE, be it resolved by the City Council of the City of Winslow, Washington, as follows: The proposed agreement (Exhibit A, attached hereto and dated December 7, 1989 , 1989) with the City of Winslow, the City of Poulsbo, the City of Port Orchard, and the City of Bremerton to organize a unified drug enforcement effort is hereby approved. CONOLEY, City Att~rney~ INTERLOCAL AGREEMENT Drug Task Force WHEREAS, nhe parties hereto recognize that it is in the best interest of the citizens of their respective jurisdictions to have a unified drug enforcement effort; and WHEREAS, RCW 39.34 permits local governmental units to cooperate for their mutual benefit; now therefore in consideration of the mutual considerations contained herein. IT IS AGREED between the Cities of Bremerton, Poulsbo, Winslow and Port Orchard, municipal corporations: 1. RESPONSIBILITIES. The Bremerton Police Department has a four (4) man Drug Task Force Organization which will be joined by NIS Investigators assigned to work out of the Bremerton Police Department. The cities of Poulsbo, Winslow and Port Orchard agree to assign a Police Officer in each City as a Liaison Officer with the Task Force. The Liaison Officer will gather information in their community which will be shared with the Task Force. These Officers and Agents will work together to investigate complaints, make drug buys, obtain warrants, and carry out drug raids at target locations within these jurisdictions. 2. TERM. This Agreement shall commence upon December 1, 1989 and terminate November 30, 1990. 3. COSTS. Each jurisdiction shall pay all costs associated with its officers and equipment assigned to the Task Force. Costs of litigating drug seizures shall be born by the jurisdiction where the seizures take place. Assets seized and forfeited by this Task Force will be shared equally between the parties involved in the action. 4. RELATIONSHIP OF PARTIES. Each Task Force city shall act as independent contractors and not as employees of the Task Force or of another party to this agreement. As such they have no authority to bind other parties nor control employees of other parties, contractors or other entities. Within the performance of these duties, officers of this Task Force unit shall work under the direction of the Bremerton Police Chief or his representative. CITY OF BREMERTON DEL RT D.
