WE IT ~IBAIN~n by the Town Council ef the Town ef Winslew, Washington,
as fellows:
~CTION 1. Established. There is hereby created and established a
civ~4an auxiliary police f®rce up te ~ members. Each m~mbe~ shall be
appointed by the Town Marsha_l:]: ef the ef Winslew' with the approval ef
a ma~erity ef the Public Safety Committee ef the Town CeuncLl. The civilian
a,r~ry police force shall function as a uni~ for the Tewn ef Winslew Civil
Defense and under the supervision of the Town Marshall ef the Town ef Winslew
and the Chairman ef the Public Safety Committee.
~CTION 2. Duties. The duties ef the civilian auxiliary police force
are te supplement the rog~lar police ferce in the even, ef a major disaster
affecting the citizens of the Town ef Winslew, to aid in the control ef traffic
and maintenance of order, te aid in general policing ef the Town, and to assist
the regular police in the protection of ]~fe, property, and preservation ef
peace and order.
~CTION 3. Membership. To be eligible for membership in the civilian
auxiliary police force, each applicant must file his application with the Town
Marshal, indicate his willingness to serve an average minimum ef 10 hours
per month in the public service, meet qua].ificatiens and requirem~"~described
for membership in the auxiliary police force, complete the training program, be
appointed by the Town Marshal with the approval of the Public Safety Committee,
take an oath of office and be sworn in.
Members of the civilian auxiliary police force shall (a) be a citizen of
the United States~ (b) be trustworthy and ef good moral character; (c) net
have been convicted ef a felony or any offense invol~:ng~ moral turpitude; and
(d) be sve~ the age of 21 years.
The Town Marshal is hereby authorized te furnish each member of the auxiliary
police force with the membership and indentificatien card and the official badge.
The membership and identification cards should be carried by such member at all
times and the police badge may be worn only when the auxiliary policeman is
authorized to wear the prescribed u~form.
Membership of any person in the auxiliary police may he revoked at any
time by the Mayer; er by the Town Marshal subject te the approval of the Public
Safety Committee. Any member of the auxiliary police may resign upon notification
to the Town Marshal and upon separation frem the organization, all equipment
issued to him by the Town of Winslew must be turned in within five (5) days.
S~CTION 4- Town Marshal. The Town Marshal is the commanding officer of
the civilian auxiliary police force. He shall be responsible for eatablishing
a training pregram, p~eparing rules and regulations for their conduct, pres-
cribing their uniform and supervising their performance of duty. All rules and
regulations and training program must be approved by the Public Safety Committee
of the Town Council of the Town of Winslew.
No member of the civilian auxiliary police shall be regarded as a Town
employee for any purpose.
SECTION ~, Pewex~. Members of the auxiliary police force shall have all
those powers vested in them by the Town Marshal while in the performance af
officially authorized duties, but under ne cir~,m~tances shall said auxiliary
policeman exercise any power while not in the performance of duties ordered by
the Town Marshal era regularly appointed and salaried DepUty Town Marshal.
SECTION 6. Compensation. Members of the anwiliary police force shall
serve without compensation, but the Town Council may, in its discretion, pay
all or part ef the cost of furnishing uniforms and equipmen~ when the appro-
priation therefor has been indicated as an item in the Town budget for Civil

SECTION 7- Liability. The Town of Winslew may register all regular members
of the civilian auxiliary police force as civil defense workers se that in the
event of injury er dea%h in the performance ef duty, that such auxiliary police-
man will be eligible for compensation available for this purpose as established
by the State Legislature administered by the State Department of Civil Defense.
SECTION 8. Effective Date. This ordinance shall take effect upon publi-
cation therefor in the official newspaper.
SECTION 9. Effect of Partial Invalidity. If any part or parts of this.
ordinance are for any reason held to be invalid, such decision shall not affect
the validity of the remaining portions of this ordinance.
