RES 2000-27 WINSLOW TOWN SQUARE PROJECTRESOLUTION NO. 2000-27
A RESOLUTION of the City of Bainbridge Island, Washington, authorizing the -
Mayor to execute a Memorandum of Understanding with the Kitsap County
Consolidated Housing Authority to evaluate the Winslow Town Square Project
WHEREAS, there is a need for parking in the business district in the City of Bainbridge
Island ("City"); and
WHEREAS, there is also a need for affordable housing in the City; and
WHEREAS, the City Engineer reviewed the final plat and forwarded a recommendation
of approval to the Department; and
WHEREAS, the Kitsap County Consolidated Housing Authority has expressed an
interest in working with the City to explore the planning and implementation of the Winslow
Town Square project, a development that could include both parking, housing and other potential
uses; NOW THEREFORE,
THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON,
RESOLVE AS FOLLOWS:
Memorandum of Understanding Authorized. The Mayor is hereby authorized to execute
a Project Scoping Memorandum of Understanding in substantially the form attached hereto as
Exhibit A to explore the planning and implementation of the Winslow Town Square project.
Effective Date. This resolution shall take effect immediately.
ADOPTED by the City Council and APPROVED by the Mayor of the City of Bainbridge
Island, Washington, at regular open public meeting thereof, this 26' day of July, 2000.

PROJECT SCOPING MEMORANDUM OF UNDERSTANDING
PROJECT SCOPING MEMORANDUM OF UNDERSTANDING
This Project Scoping Memorandum of Understanding is entered into by and between the
Kitsap County Consolidated Housing Authority ("Housing Authority") and the City of
Bainbridge Island (the "City"), this 26`h day of July, 2000. The parties express their intentions as
follows:
L RECITALS
I.1 The parties have determined that evaluating the planning and
implementation of a mixed-use project with both housing and parking as well as public
and commercial space to be known as the Winslow Town Square Project ("Project")
could benefit the parties and the public.
I.2 The Housing Authority is interested in the planning and implementation of
the Project in partnership with the City.
I.3 Certain issues related to the planning and implementation of the Project
must first be researched and evaluated to determine its scope and feasibility.
II. PROJECT EVALUATION
II.1 The City therefore authorizes the Housing Authority, in consultation with
the City, to evaluate certain issues related to the scope and feasibility of the Project. The
Housing Authority's evaluation is expected to cover issues that the parties determine are
appropriate. These issues may include estimates of the optimal the number of parking
spaces and housing units in the Project; the proposed mix of market -rate and moderate -
income housing units; whether other uses such as public or retail sales should be included
in the Project; financing alternatives, potential traffic impacts form the Project, zoning
and land use issues; extent of private property involvement, property acquisition issues;
design issues, and the roles of the public and private in developing the Project.
II.2 The parties anticipate that by October 15, 2000, the Housing Authority
will have evaluated issues related to the scope and feasibility of the Project and will have
prepared a summary report with recommendations for the Project with a draft agreement
authorizing the parties to proceed with planning and design.

KCCHA and The City of Bainbridge Island for the Winslow Town Square project
evaluation, planning and implementation.
Thank you for returning the signed original.
In the meantime my Deputy, Roz Lassoff, reformatted the agreement which does
look much better in its new form. I had the Mayor sign the new agreement and
now we are sending it off for you to sign if you wouldn't mind. As you will see
there have been no changes made to the original agreement
I have enclosed a self-addressed, stamped envelope for your use in returning the
fully executed agreement. Thank you for taking the time to sign the reformatted
version of the agreement.
