IT 1 ............., BE IT ORDAINED by the Town of Winslow, Washington, as follows: 1. License Req.,,'l',,ed, It shall ~e unlawful for any person, firm or corporation to ope~, maintain, carry on or conduct any place within the Town of Winslow where bill~ard tables, pool tables, mhuffleboards, automatic baseball or bowling slley games, whether manually run or operated or automatic, are maintained for public use for h~e without first ha~ing obtained a license purm~_ant to the provisio~ of this chapter. 2. Qualifications of licensee. In addition to the general qualifications of licenses set forth in this title, no license for the operation of billiard tables, pool tables, shuffleboards, or automatic baseball or bowling alley games shall be granted or issued to the following persons: (a) Any person who has been convicted of violation of federal, state or city laws or ordinances regulating the manufacture, trans- portation, possession or sale of narcotics or intoxicating liquors or of any cr~me involving moral turpitude within a period of three years next p~ior to the date of making applications for such License. (b) Any person who names' another person to have the active management of such place where billiard tables, pool tables, shuffle- boards and automatic baseball or bowling alley games are maintaine~ for public use for hire, who has been convicted as described in Paragraph (a) of this section or had a similar license previously revoked. (c) Any person, where in the opinion of the Town Council the location for said place where billlard tables, pool tables, shuffle- boards and automatic baseball or bowling alley games are maintained for public use for hi~e is not proper or for the best interests of pubLic safety or morals:. 3- Term of license. Duty of licensee. It shall be the duty of all licensees granted licenses. for billlard tables, pool tables, shuffleboards, and automatic baseball and bowling alley games to comply withthe following regulations, and the failure of any licensee so to do shaLl constitute, but shall not be exclusive grounds for, suspension or revocation of any license and shall constitute a violation of this chapter. (a) Not to permit any gambLing, card playing, or immoral conduct on such premises mr to keep, sell, give away or otherwise dispose of any intoxicating Liquor on such premises, nor permit the same to be kept, sold, given away or otherwise disposed of thereon by any person. The prohibitions contained in this subsection concerning intoxicating liquor and card playing shall have no application to establishments from which persons under the age of twenty one years are excluded by law. (b) Not to have in his employ on the premises covered by the license any person who haws been convicted of a violation of the state or town laws or ordSnanoes relative to gambli.n~ within one year from the date of such conviction. (~an~e No. 65-3 Contd) (c) Not to have in his employ or finanancially interested in the business te be conducted, any person who has had his license revoked for cause by the Council of the Town of Winslow within one year from the date of such revocation. (d) Not to permit any person othe~ than those connected with the operation or maintenance of the building or equipment on the premisea~ under this chapter or to permit the use of said equipment between the hours of two o'clock A.M. and six o'cleck I.M. 5. License fees. The license fees for conducting any place where billiard tables, pool tables, shuffleboards, au~omatia baseball or bowling all ey games, whether manually or automatically operated, are maintained shall be and are hereby fixed at $10.00 per annum for each billiard table or pool table, payable in advance and $12.00 per annum for such automatic baseball table, bowling alley table or shuffleboard, payable in advance. The License fee imposed ~8~ this ordi~nce shall be in addition to those imposed by Ordinance No, 148. 6. Effect of partial Invalidity. If any provision or section of this Ordinance shall be held void or unconstitutional, all other parts, p~ovisions and sections not expressly so held to be void or unconstitutional shall continue in fn]] force and effect.
