RES 2000-29 REPLACEMENT OF RES 99-38 AND AUTHORIZATION TO PROCEED WITH FORT WARD COMMONSRESOLUTION 2000-29 A RESOLUTION of the City Council of the City of Bainbridge Island, Washington, replacing Resolution 99-38 and authorizing the Housing Authority to proceed with plans for the Fort Ward Commons under the provisions of the Housing Cooperation Law. WHEREAS, the City of Bainbridge Island, as a member of the Kitsap County Consolidated Housing Authority (the "Housing Authority"), is dedicated to the provision of affordable housing on Bainbridge Island; and WHEREAS, policy H 1.5 of the Housing Element of the Comprehensive Plan states that the City supports the efforts of non-profit organizations and the Kitsap County Consolidated Housing Authority in developing and managing affordable housing on Bainbridge Island; and WHEREAS, the Housing Authority has acquired property in the Fort Ward area on which it wishes to build affordable housing along with market rate housing; and WHEREAS, the Fort Ward Action Plan calls for creative solutions to preserve the areas commonly known as the Parade Grounds; and WHEREAS, RCW 35.83, The Housing Cooperation Law, declares that it is in the public interest for any public body to provide aid and assistance to housing authorities operating within its boundaries. To that end public bodies such as the City of Bainbridge Island may modify its existing regulations in order to assist development by a housing authority; and WHEREAS, the City Council passed Resolution 99-38 on December 22, 1999, exempting the Kitsap County Consolidated Housing Authority project at Fort Ward Parade Grounds from certain requirements of the Bainbridge Island Municipal Code (BIMC); and WHEREAS, exemptions from certain other requirements of the BIMC are necessary for the project to forward; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BAINBRIDGE ISLAND, WASHINGTON, AS FOLLOWS: Section 1. The City Council of the City of Bainbridge Island, Washington, authorizes the Kitsap County Consolidated Housing Authority to proceed with plans for a housing development in Fort Ward around the area commonly known as the Parade Grounds in order to preserve the parade grounds for public use, to the greatest extent possible. In accordance with RCW 35.83, the City Council understands that such development may necessitate exemptions from the Bainbridge Island Municipal Code requirements with respect to lot width, lot area, setbacks, lot coverage, parking and street standards under Chapters 17.04, 18.30, 18.81 and Design and Construction Standards and Specifications.
