RES 2000-36 OPPOSITION OF INITIATIVE 722RESOLUTION NO. 2000-36
A RESOLUTION declaring the opposition of the
City Council to the passage of Initiative 722 being
voted on in the general election of November 7, 2000.
WHEREAS, Initiative 722 would require the proceeds of all taxes enacted
between July 2, 1999 and December 31, 1999 to be refunded to the "taxpayer", a
process which would be very laborious and expensive, if not impossible, to
achieve; and
WHEREAS, Initiative 722 would limit the increase in value of an
individual parcel to its 1999 value plus 2 percent per year, or the rate of inflation,
whichever is less, regardless of true market value, thus violating the
constitutional requirement of uniformity in taxes on the same class of property;
and
WHEREAS, Initiative 722 would reduce the allowable annual rate of
increase of regular property taxes from the current 106 percent to 102 percent,
and would further reduce the "base" on which the percentages are figured,
undermining the local elected representatives' ability to provide for the
community's needs, and eroding the credit rating which supports our bond
issues; and
WHEREAS, the Kitsap County Assessor advises us that Initiative 722, if
approved, will reduce the City's 2001 property tax by 1.5 million dollars,
effectively limiting or eliminating city activities in all but state -mandated
operations;
NOW, THEREFORE, be it resolved that the City Council of the City of
Bainbridge Island, opposes Initiative 722 and urges the voters of Bainbridge
Island to vote against it on November 7, 2000.
