ORD 65-06 AMENDING ZONING ORD G~DINANCE NO. 65- 6 AN ORDINANCE A~ENDING ~RDINANCE NO. 124, KNOWN AS THE ZONING ~RDINANCE OF THE T~WN OF WINSLOW. HE iT ORDAINED by the TOWN OF WINSLOW, WASHINGTON, as follows: S~CTION III. E~FINITIONS of Ordinance 124 is amended to add the following additional definition: SIGN: A publicly displayed notice on a building, office or property, but does not include miscellaneous traffic or other municipal signs, ~nd the flag, pennant or insignia of any nation or group of nations, or any state, city, or other political unit, of any political, educational, charitable, philan- thropic, civic, professional, religious or similar campaign drive, movement or event, or any sign placed or painted on the inside of a building or on the out- side of any vehicle. There is added following Section X of Ordinance 124 the following new section: SECTION X-l: SIG~S AND ADVERTISING D~SPIAYS. It shall be unlawful to erect, establish, or permit to be naintained on a building, office or property any sign or advertising display except as provided herein. Any signs erected, established or maintained on any building, office or property which de not comply with the provisions contained herein shall be deemed non-conform- ing uses and subject to the provisions of Section XVI of Ordinance 124. A. In R-8.5, R-10 and R-12.5 Residential Districts, R-2 Residential District-Two Family, R-3 Residential Multiple Family District, and R-~ Resi- dential-Service District one u~lighted sign shell be permitted which is not in excess of six (6) square feet in area and pertains to a permissible occupation actually being conducted on the property on which the sign is displayed or pertains to the sale, lease or rental of the property or premises on which displayed and is srected no closer than ten (10) feet to any property line or flat against a building and is in evidence no longer than ninety (90 days. B~ In B-1 BUSINESS DISTRICTS GEE, G-1 MANUFACTURING-LIGHT and G-M N~J~JFACTURING, HEAVY, signs shall be permitted provided that said signs are non-flashing, with no movement or simulated movement and no part of any sign shall extend above the maximum permitted building height. Any sign shall be so located as not to produce glare on neighboring residential properties 3 square feet in area including both faces~. C. No sign or advertising display shall be permitted v~nich obstructs the vision of motorists entering or leaving any public or private right of way or which obstructs any motorists view of approaching traffic. D. TRACT DEVELOPMENT. In any residential zone, one sign not to exceed one hundred (lOO) square feet inclus~ng both faces, to advertise a tract development at least three (3) acres in area, shall be permitted. Such sign must be located at least twenty (20) feet from any property line and on the property being developed. No lighting shall be permitted. No such sign shall be in place more than one (1) year unless an extension is granted by the To~n Council after application therefor. E. After receipt of the appRication the matter will be referred by the Clerk to the Town Council for action at its ne~ regular meeting. F. In B-I, C-I, and C-M Districts, projecting signs must comply with the provisions of the Uniform Building Code of the Town of Winslo~. G. In any zone, a legal non-conforming use may have one sign not to exceed six (6) square feet in area which shall be unlighted.
