RES 2016-16 REGARDING THE PRESERVATION ON THE JOHN WAYNE PIONEER TRAILRESOLUTION NO. 2016-16
A RESOLUTION of the City Council of the City of Bainbridge Island,
Washington regarding the preservation, maintenance and improvement of the
John Wayne Pioneer Trail.
WHEREAS, the John Wayne Pioneer Trail is a 285 mile long stretch of former railway roadbed that goes
from the western slopes of the Cascade Mountains to the Idaho Border and is the longest rail trail in the
United States; and
WHEREAS, in 2002, the trail was designated a National Recreational Trail by the federal government;
and
WHEREAS, the Washington State Park Department and Washington State Department of Natural
Resources currently own the land the trail sits on; and
WHEREAS, proposed legislation would close a large section of the John Wayne Trail from Malden to
Lind, Washington and turn over control of the public land to adjacent private landowners; and
WHEREAS, the trail is used by hikers, cyclists and horse riders and other outdoor enthusiasts; and
WHEREAS, the John Wayne Trail is the only statewide trail crossing in Washington State; and
WHEREAS, the City of Bainbridge Island is a long-standing supporter of multi -use trail networks having
adopted Comprehensive Plan Policies, the Non- Motorized Transportation Plan and development
regulations all of which support trails; and
WHEREAS, the Non -Motorized Transportation Advisory Committee recommends that the Bainbridge
Island City Council request that the state of Washington continue to maintain possession of the John
Wayne Pioneer Trail and provide adequate funding for maintenance and improvement of the trail;
NOW, THEREFORE, BE IT RESOLVED, that the City of Bainbridge Island City Council expresses
the value of the John Wayne Pioneer Trail in concert with Mountains to Sound Trail, Sound to Olympics
Trail and the Olympic Discovery Trail as an essential piece of complete state border -to -border east -west
trail, urges the State agencies maintain ownership and control of the entire trail, and further urges that
additional resources be allocated for the maintenance and improvement of the trail.
