BE IT ORDAINED BY THE COUNCIL OF THE TOWN OF WINSLOW, WASHINGT'
as follows:
Section 1. Declaration of Policy
It is hereby declared to be the policy of the Town of Winslow,
Washington, in the exercise of its police power for the public safety,
public health, and general welfare, for the maintenance of business and
good government and for the promotion of the Town's trade, commerce and
manufacturers, to assure equal opportunity to all persons to purchase,
rent, lease. or otherwise gain the right to possession of real property,
regardless of race, color, religion, ancestry or national origin, and to
that end to prohibit discrimination in the sale, rental or lease of real
property or any interest thereinby any person, including real estate
brokers, real estate salesmen and agents, owners of real property and
lending institutions.
Section 2. Definitions
As used in this ordinance, unless a different meaning clearly
appears from the context, the following terms shall have the meaning
ascribed in this section:
a. Discriminate or Discrimination
The terms i'discriminate" or "discrimination" include any
difference in treatment in the sale, lease or rental of real property
or the financing of the sale. lease or rental of real property because
of race, color, relig!..on, ancestry or national origin.
b. Real Property
The term "real property" shall specifically include all
improved and unimproved real property, any dwelling or dwelling unit,
rooming unit, rooming house, single room or suite of rooms or an apart-
ment or condominium.
c. Lending Institution
The ~erm "lending institution" means any person, as
defined in this ordinance, engaged wholly or partly in the business
of lending money for the financing or acquisition, construction, repair,
or maintenance of real property, or guaranteeing loans.
d. Owner
The term "owner" has its normal meaning and includes the
lessee, sub-lessee, assignee, managing agent, or another person having
the right of ownership or possession, or the right to sell, rent or
lease, on their own behalf or on behalf of another, any real property.
e. Person
The term '!person" includes an association, partnership,
or corporation, as well as a natural person. The term "person" as
applied to partnerships or other associations includes their members,
as applied to corporations includes their officers, as applied to trust~
or estates includes the legal representative of the same.
f. Real Estate Broker
The term "real estate broker" means any natural person,
partnership, association or corporation who, for a fee or other valu-
able consideration, sells, purchases, exchanges or rents, or negotiates
or offers or attempts to negotiate the sale, purchase, exchange or
rental of the real property of another, or holds himself out as engaged
i n the business of selling, purchasing, exchanging or renting the real
property of another, or collects rental for the use of the real propertl
of another.

g. Real Estate Salesman or Agent
The term ~'real estate salesman or agent" means any person
employed by a real estate broker to perform, or to assist in the per-
formance of~ any or all of the functions of a real estate broker.
Section 3. Exclusions
Nothing in this ordinance shall:
a. Apply to the renting~ subrenting, leasing or subleasing
of single family units wherein the owner or person entitled to possessio
thereof normally maintains, or intends to maintain, his residence, home
or abode.
b. Be interpreted to prohibit any person from making a choice
from among prospective purchasers or tenants of property on the basis of
factors other than race, color, religion, ancestry, or national origin.
Section 4. Prohibited Acts
It shall be unlawful:
a. For any real estate broker or real estate salesman or
agent to refuse to sell, lease, sublease, rent~ assign or otherwise
transfer, or to refuse to negotiate for the sale, lease, sublease,
rental, assignment or other transfer of the title, leasehold, or other
interest of any real property to any person, or to represent that such
real property is not available for inspection, sale, lease, sublease,
renta]~ assignment or other transfer, when in fact it is so available,
or to fail to list or show any real property or otherwise to deny or
withhold any real property from any person because of race, color,
religion~ ancestry or national origin~
b. For any owner to refuse to sell, lease, sublease, rent~
assign or otherwise transfer the title, leasehold or other interest in
real property to any person, or otherwise to deny or withhold such real
property from any person because of race~ color, religion, ancestry or
national origin~

c. For any real estate broker or real estate salesman or
agent to include in the terms, conditions or privileges of any sale,
lease, sublease, rental, assignment or other transfer or exchange of
any real property, any clause~ condition or restriction discriminating
against any person in the use or occupancy of such real property because
of race, color, religion, ancestry or national origin;
d. For any owner to include in the terms, conditions or
privileges of the sale, lease, sublease, rental, assignment or other
transfer or exchange of real property, any clause, condition or restric-
tion discriminating against any person in the use or occupancy of such
real property because of race, color, religion, ancestry or national
origin;
e. For any real estate broker or real estate salesman or
agent to discriminate in the furnishing of any facilities or services
for any real property because of race, color, religion, ancestry or
national origin~
f. For any owner to discriminate in the furnishing of any
facilities or services for real property because of race, color,
religion, ancestry or national origin~
g. For any lending institution to discriminate in lending
money, guaranteeing loans, accepting mortgages, or otherwise making
available funds for the purchase~ acquisition~ construction, rehabili-
tation, repair or maintenance of any real property because of race~
color,~religion~ ancestry or national origin~
h. For any real estate broker, real estate salesman or agent~
owner, or any other person, or any lending institution, to publish Or
circulate~ or to cause to be published or circulated~ any notice~
statement or advertisement, or to announce a policy~ or to use any
form of application for the purchase, lease~ rental or financing of
real property, or to make any record or inquiry in connection with the

prospective purchase, rental or lease of real property, t~at expresses
directly or indirectly any limitation, specification or discrimination
as to race, color, religion, ancestry or national origin, or any intent
to make any such limitation, specification, or discrimination;
i. For any person, whether or not a real estate broker, real
estate salesman or agent, owner, or lending institution, to aid, incite,
compel, coerce, or participate directly or indirectly in the doing of
any act declared by this ordinance to be unlawful.
Section 5- Penalties
A violation of any of the provisions of this ordinance shall
be a misdemeanor punishable by a fine of not more than five hundred
dollars ($500).
PASSED by the Council of the Town of Winslow, Washington,
and approved by its Mayor at a regular meeting thereof held this
